Rehabilitation and Replacement - Phase 1 - 2022. Work for this Proj-
ect involves, but is not limited to, trenchless rehabilitation of sanitary
sewers, including cleaning, closed-circuit television inspection, cutting
of protruding taps, installing cured-in-place-pipe, reinstating and recon-
necting laterals, applying protective coatings to sanitary sewer man-
holes, bypass pumping, as well as open trench replacement of sanitary
sewers, including excavation, removal and replacement of sanitary

STATEMENT OF CHANGES IN ACTIVITIES and SOURCES OF FINANCING **
The 2022-23 overall budget of $59.442 million reflects a decrease of $6.188 million, largely due to a $19.435 million PERS Pension Obligation Bond (POB) issuance in the prior fiscal
year vs. the 2022-23 General Obligation Bond issuance of $4.845 combined with the Oregon School Capital Improvement Matching Grant (OSCIM) of $4.0 million for a total of
$8.845 million. In addition, an additional $6k of Federal Elementary and Secondary Schools Emergency Relief (ESSER) funds are anticipated to be expended, a placeholder for
improvements to salary and associated payroll costs to reflect good faith bargaining with both unions and an increase in beginning fund balance of $2.7 million. This increase in
BFB is mainly associated with the General Fund and is planned to assist with the fiscal
fical cliff that the District will experience once all ESSER funds are depleted. This General Fund
budget was built and balanced based on a State School Fund ADMw from the 2021-22 fiscal year due to an estimated decline in enrollment for the 2022-23 fiscal year, the funding
of 12.5 FTE existing positions with ESSER funds and the reduction of 3 certified and 6 classified positions. The approved General Fund budget increased by $2.5 million, from
$27.070 to $29.657 million, with these adjustments.
