There was great hope ex pressed that some statement of these losses by the British would be made by Sir Edward Carson today. First lord of the admiralty was due to inuke his first detailed speech as a minis ter In presenting the nnval budget to the house of commons, Sir Edward is known personally tu favor greater publicity for the op erations of the antl-submarlue guards, but any revelations of cap tures or sinkings of U boats would be contrary to a policy of silence to which the British government had ad hered since the start or the war. But ir the admiralty lord dues not bare these tacts, he Is at least expect ed formally to announce the official 11k ii res of shipping clearances and of losses by submarines and mines. Ixtndon newspapers during the past few days have reflected a sentiment fostered by a certain group of Brit ons, urging that Admiral 1-ord Fisher again be given a voice in admiralty councils and granted free lis ml to cope with ths submarine danger. The former sea lord Is known to have cer tain plans to this end, but Is quoted by his advocates as being unwilling to put them into operation unless given a, free rein.
