Tennis' Finals Tonight The vocational tennis tournament will end tonight with a match be tween H. Harmon and Adair, and Delano and Riley. The tournament has been going on for some time and all but the ones in the finals tonight have been eliminated. The semi finals were played last nlgbt, Clark and Jester being defeated by Riley and Delano, 4-6, 6-4, and 8-6. Clearer, of Pendleton, was In the city today representing the Pendleton Commercial club's effort to psve the way for the establishment of a state normal school in the east ern Oregon city. Petitions are being circulated throughout the state, and if the necessary 25,000 signatures are obtained the voters will find the mea sure upon the ballot this fall. Mr. Cleaver says that under the state con stitution the location ot all state In stitutions Is fixed at 8alem, and that a constitutional amendment Is to be proposed legalizing tbe Institutions that are located elsewhere, as the normal at Ashland, etc., including also the normal for Pendleton.
