THE BENTON COUNTY PLAN. The taxpayers of Benton county have resolved in faVor ot the initia tion ot a measure tor the summary decapitation ot about all the boards and commissions in the state; also In favor of giving the board ot county commissioners, the county court as at present constituted, greater au thority In the control of the county affairs the fixing ot salaries, con duct of county offices, etc. The Jose phine county tax league has endorsed the resolution and has offered to back op the people of Benton county in its effort toward Initiating the pro posed measure. i Through this action the promoters of the plan expect that the voters of the state can wipe the slate dean of boards and commissions with which the state of Oregon Is overburdened, and then put it up to the legislature to readjust matters upon a more rea sonable and rational basis. It is pretty well agreed that there are too many boards and commissions Ore gon Is over-regulated industry I strangled and taxes are boosted. It seems Impossible to eingle out in dividual commissions and commence the pruning there, and there is merit In the plan proposed of cutting all off at one fell swoop and then commenc ing all over again. It 'there was a vacation of a few days between the time the act of the people became effective and when the legislature could get busy and arrange for the proper machinery of state, little dam age could result. It would be a blessed relief to be freed from tbts surfeit of "regulation" for a tew days, and with the experience of the past, the legislature could find where many of these boards were superflu ous tumors npon the body politic, eating at the life of the people. Ore gon has too many laws, too many high salaried officials, too much red- tape. It is a fine thing for the pap sucker, but a poor thing for the fel lows who have to keep substance within the pap. THE PARDON OF CONILDGE. It is evident that the board of par dons was not fully informed upon the case of the Italian, convicted in this county under the name of Conildge, on the charge of assaulting an officer and assisting a prisoner to escape. No doubt the seven months which the man had already spent in tbe state prison, added to the time he was held in the county jail awaiting trial, might have been ample punishment, in view of the Italian's possible de portation, for the crime for which he was convicted. But the man was be ing held in jail upon a more serious charge. An indictment is now over him charging a most heinous crime, and one which, proven, would war rant more than seven months In pri son and a trip back to one's native land. Vindictive punishment prob ably is not always, the proper kind of punishment. Men who have strayed j from the patb of rectitude are son-' tenred to prison for the dual purpose : of protecting society and of correct-, ing the wrong-doer. If he is deported to Italy, the little girls ot America will no doubt be protected from Conildge, but how about others ot Conildge's stamp? Will they be deterred in their evil propensities when they see how easily Conildge escaped? The pardoning board can Itself be par doned in this case only upon the be lief that it lacked information ot that other indictment hanging over Con ildge's head the reason why ho was in jail and in a position to aid Hoop er in his escape. LANDSLIDE DRIVES ' FISHERMEN FROM HOMES Santa Monica, Cal., April 21. Many Japanese fishermen deserted their homes today at the Japanese fishing village north ot here, fol lowing a landslide early today which narrowly missed covering a number of dwellings. Cliffs fronting the ocean at this point are 150 feet high. Thousands of tons ot earth crashed down shortly after 2 a. m., covering the state highway and railroad tracks for nearly a hundred yards. One thousand cavalrymen, under Colonels tlrowu and Allen and Major Tomp kins, ar reported concentrated at Santa Crus do Vlesca, 10 miles north ot Parral. One ot General Alvaro Obregon's orders to General Gutlorres detalued In Chihuahua ten carloads ot oats and bay intended tor the American horses. However, Obregon Is permitting shop keepers In Parral to sell provisions to troops at Santa Crui. ' Gutlorres appears to be doing his utmost to prevent strained relations, but Mayor Herrera and his element In the populace oppose Ontlerrei. The latter has appointed officers to accompany American newspapermen and has granted them every protec tion. He has placed Chihuahua City under strict military law. A heavy guard patrols the city, rigidly en forcing the midnight curfew. How ever, when the newspaper correspond ents arrived from Juares on a false tip to Identify tbe supposed corpso bf Villa, they were pelted with stones by a mob of Mexican boys. Gutlerres arrested the ringleaders. So far Gutlerres has demonstrated that he Is master of the situation, but an officer In his confidence said that the presence of the expedition In Mex ico for another month might result In serious conflict. "Tho Mexican soldiers already are murmuring against the expedition," said Colonel Castro. "This soon will spread to the officers, and when it does, It Is likely to result In Carran slstas openly opposing tho Ameri cans.' Constitutionalists hsve not been active in the pursuit of Villa. Thoy have been too busy watching tho American expedition. Only a small detachment under General Benjamin Garza was reported hunting Vllllstas, Gutlerres declared Garxa defeated the Vllllstas under Martin Lopes at Nalca, killing five and wounding many. This city's regular American col ony Is depleted to 25. These have lived here through all' the troubles of the past five years, but they say that If the American expedition Is with drawn now they will leave the coun try also. EASTER FEELING.
