David Lubln, who was the dele gate from the United States to the International Institute ot Agriculture at Rome, came home, after a study of conditions' in Europe as they affect the Interests of the farmer, filled with the Idea that there must be greater co-operation among the producers of the nation. He says that he can fore see financial ruin for the producers unless the national products distri bution is organized under government charter, with co-operative ' state, county and township units modeled . after the German Landwirtschaitsrat. Mr. Lubin has written the following bearing; upon the 'subject for "the Uniled Tress:? J t . ".Cold, government figures 'show that this nation of farm owners is rapidly becoming a nation of farm tenants. There are now tenants on 37 per cent of our farm land. That is because each farmer tries to bor row for himself and market for him self, instead of doing it through an organization of the kind , outlined , such as is in operation in the coun tries of continental Europe. It would meet, a few days twice or three times a year to draft necessary measures for the operation of the working bureau, composed of the sec retary general and bis staff. This bureau would work the year around. 'In each state there would be a state commission, with its working bureau similarly organized and work ing the year around. Next there would he, a county commission, with a working (bureau for each county in the country; and finally a town ship commission for every township, with its working bureau. ."These collective organizations would constitute the national market ing organization. They would be the farmer's chamber of commerce, board of trade, mercantile agency and clear ance bouse, which now he does not have. " "If a Xa'rmer at Rulo, Nebraska, had an idea for a new tomato basket, he'd give it to the township bureau, and it would, it practical, go up through the organization and be , adopted nationally. "The township units would keep the county, state and national bodies In hourly touch with exact conditions , everywhere. The fruit I saw rotting on the ground in New England, 'be cause there was no market for it,' would not have been there if we'd had this marketing' organization in operation. . , "In other words, every farmer in the United States, instead of looking at all his problems through no eyes but bis own, would be looking at them, efficiently, and , intelligently, through the eyes of lour or five mil lion of his fellow farmers.
