A car load of spikes and another of bridge timber la here, and track laying began Wednesday, the rails used being some owned by the Southern I'aciflc. The steel for the new line is exited next Week. Tbe city council met last Tuesday evening when tbe newly elected orUclaU took tbe oath and business proceeded as usual. Little business was transacted at this meeting besides voting a 4S, mills tax. Tbe valuation of city property last year waa something like $'.'40,000. while this year it is in round numbers 45,000 which will make the amount of taxes about tbe same as laat year. r Tbe masnuerade given by the B. Substitutes, Kendall and luder, In the question bos at the teachers' institute bold at Forest Grove last week, this written question was found: "Has a teacher, who is teaching without a written contract with the school board, authority to govern the school?" Or, in other wards, baa tbe teacher a right to whip an unruly pupil. It would seem to most eople that a teacher that ia capable of teaching a school, and who Is armed with a proper certificate, should te their own judge as to w hether a pu pil should be punished or not. Supt. of Public Instiuction J, II. Ackerman states aa his opinion that such teacher, teaching without a written contract with the board, ia not vested with the power to govern the school, and if they shoo Id chastize a pupil, he or she would l liable to a charge of assault and battery. O course, if a pupil needs punishing the matter can I referred to the school board, but we have yet to hear of a man who blames the teacher for mopping tbe school room floor with him w hen he de served it, and be liHks back to those little incidents as a valuable part ot bis edu cation. On Novemlier "ith a large congiega- tion asaembled at the Presbyterian church to dedicate the annex which waa built laat apring. Kev. Dr. Dun ning preached tbe sermon. Secial music was rendered by Win. Kobb and the Misses ltobb and Esther Chalmers. The debt against the new building was quickly and cheerfu'ly raised and the trustees presented the keya to the pastor. A processional hymn wasaung and the congregation marched from the main building into tbe annex. Appro priate service was then conducted Francis Chalmers delivered a histori cal sketch of the Tualatin Plains Presby terian church, which was of deep inter est, especially to thoee who count it ute the preseut membership. Thanksgiving service was well attend ed at the Presbyterian church on Thurs day, November 30th.
