Vote on justice of supreme court is basis and Washington County will have 13 delegates ont of the total 36i. General Chamberlain has issued the necessary proclamation an nouncing that the direct primary law and the local option laws, which have been proposed by initia tive through petitions of the voters, will be submitted at the general election in June. Dr. Thos. Withycomb, director of the State Agricultural Experi ment Station at Corvallis, is among the probable candidates for the Re publican nomination for congress man in the First District. The Doctor was an efficient State Veter inarian, and has done splendid work at Corvallis, making of great bene fit to the agricultural interests of Oregon the experiment station which before his administration had been developed along scientific rather than ptnctical lines. In politics Dr. Withycomb made a successful chairman of the Republi can County Central Committee of Washington County in 1898. 1 . Ml .. .. The total expense of county government In Oregon is $1,103, 3S5 34. f which circuit courts cost 88,23l, county courts $59,962 and justice courts $88231. The expense for school superintendent was $33939. for surveyors $1773, coroners $10116, treasurers $21676, sheriffs $111163, county clerks $113392, recorders (an office com bined with clerk in most of the counties) $21676. Jails took $25,. 124, and the care of the poor $105, 562, while investigating insanity cases cast I3923. Assessing and collecting taxes footed op $3555a and courthouse expenses $79577 For bridges $146357 was paid ont and $17709 31 for elections. This year the election item will grow to about what it was two years ago, $57537, last year having only had a lone congressman to be elected. THE COST OF COUNTY GOV ERNMENT. Secretary of State Dunbar in his annual report shows Washington County's expenses tor three years 1901, $23221.63; 1902, $27809.69 and 1903, $23854.51. Yamhill county with a smaller population, similiar conditions and a trifle larg er area spent during the correspond ing years $27000, $30000 and $36-000. A POSSIBLE SUCCESSOR TO HERMANN. Senator George C. Brownell is mentioned as a possible candidate for representative in congress from this first district, and the choice seems not unlikely. For years the subject of newspaper attack from the near-by metropolis, the Clacka mas county statesman has always won out in his hotae county with ever-increasing majorities, while in the Willamette Valley, as his ac quaintance has extended his popu larity has grown. Few men in Oregon can draw a larger crowd during political times, and as a heart to-heart talker on the stump every speech is ture to bring votes. Then he has an admirable record as president of the senate, secured the initiative and referendum, by ferreting out the school land fraud, saved Oregon $32,000, has been ever the friend of labor,, the untiring ad vocate of the country interests of the Valley, and the champion of the old soldiers, alike striving for the interests of the civil war veterans, the Indian war heroes, and the boys who served in the Philippines. The steadfast friend of Senator Mitchell, the loyal supporter of Senator Fulton, Mr. Brownell would doubtless be a congenial colleague to them in the Oregon congressional delegation, so the re publicans of the first district will find many reasons for recognizing Clackamas county's claims to fur nish a congressional candidate.
