Ifce Independent will be sent for one year, half price. The first one hundred subscriptions received at this office will have their time extended until Jan. 1. 1905, or four teen months for half a dollar. For a Dollar and a Half The Weekly Oregonian and The Independent will be sent during the 10 days for the price of the Weekly Origouiau alone, $1.50 The first too Mibsenpiti u-; received will Le extended to Jan. 1, 1005, for both pajx-rs. his part of the responsibility and I not insist on putting the Legislature iu a hole. There is one point th might be proper to call the atten tion of the public to, that is that the session laws of Oregon of 1893 make provision as to fees to charged by Recorders of Convey ances and Clerks of Circuit Courts of Oregon. Section 9, found pages 8a and 83 of the session laws of 1893 has, in my judgement, re pealed the law making provision for charging of these fees by the different Recorders in different counties. If such is the fact then speculators could buy up these fees that have been paid in different counties and recover money in diff erent counties which would prob ably aggregate a great many thou sand dollar and affect very, mater lally the taxpayers if they had to refund this money. The average fees in each county tor several years have run Irom $loo to $300 mouth; I would, therefore, sutjgest that the Governor of the state get out another set of letters that the Legislature be permitted to remedy this defect n the interest of the farmers and taxpayers." ''I feel that Ihcre has been a mistake made, but I do not like the lone of the Cove: tint's interview wherein lie is qnoted ?s spying that he did not know which would be the greater evil of the state the present coivlilions or the calling of an extra session of the Legisla ture. This is an implied insult to one branch of the government of this state and is intended as a play to the galleries by the present chief executive, who evidently has for gotten that every honor and dignity that has been conferred upon him has been so conferred by Republi can votes. His efiort is undoubted ly lor the purpose only to place the vrhole responsibility of error in the tax law upon the Legislature. I protest against this and call the particular attention of the public to the fact that there are three depart ments of government in this state, executive, judicial and legislative. The constitution ol this state vests the veto and controlling power in the Governor. Under the constitu tion it is his absolute duty to ex amine with care every law passed by the Legislature. To aid him he has a private secretary of his own chooMiig, and the people of the state have furnished him wiih an Attorney-General to whom he may appeal at any time for legal opinion and advice. The Governor had this tax law in his possession, according to record, nearly five days. It is fair to him to presume, he being a lawyer, that he ex amined this bill with care. He signet! this bill and affixed his signature as Governor of the state to it. Therefore I protest against his 'hot-air' reflections. The truth is we have both made a mistake.
