Uovernur Cummins ought to know that it is the "full demand at home" and not the Protective Tariff or "ex. ct'HHlve duties" which causes the price of produce to be high. He wants to lessen the "full demand at home" by admitting foreign good at h en rate of duty. His policy would ' surely reduce trio "full demand at home," and consequently would re duce prices, make lean work and lean wage. If liia policy were to pievail present prosperity would soon end. The (Jovcrnor ought to know that the "full demand at home" and not the Tariff Is tvhat makes high price. The "full demand at home" is w hat makes business satisfactory. The "full demand at home" keeps business booming and enables people to invest in western and southern lands. Protective duties could not keep prices up in America were it not for the "full demand at home." The "full demand at borne" is what the republican party promised and it has dullvered the goods. If they come in, they will help supply the "full demand" and will be in direct competition with home made productions, but our home products give employment to home mechanics and laborers. If they are not employed, tlveir wages will not be earned nor paid. If they do not get wages they cannot buy If they cannot buy, there wl!Uit be the ' full demand." TIIK WKST HIDE TROLLY LINE, The meandering route selected by the West Bide 4 Suburban Hail way though the west side of tho city is all that delays that company's franchise, according to a member of the lioard of Public Works. 'The City Council passed an ordi nance giving the company permission to lay Its tracks along Lovi joy street eist to Twenty-fifth street; thence north to Northrup street; thence cant to Twelfth street; thence south to Couch street, and thence east to Pnut. The Board of Public Works can not understand why Mr, Ursydon, the promoter of the road, could not select a more direct route. It will lie seen by a glauee at the diagram that the proposed line follows two blocks north along- Twenty-fifth street, then runs to Twelfth, where it doubles back two blocks to the south ward, for no other reason than to avoid passing by the houses of people who remonstrated sgainst it. "Let this line bo adjusted so that the West Side A Suburban can come to the river front in the most direct route and the lioard of Public Works will Indorse tho ordinance," this member said; "but we cannot agree to the tranchise for a roundabout ml I road like this." This taken I rum the Portland Telegram of D'-eeuilier 25 th, is the statement of the city's opposition to the Portland-1 iillstioro Kiectric road. There Is another side to the story. The north hall of Washington County has no good transportalion line into Portland. The West Side and Sub urban Kiectric railway company saw the rich Tualatin Plains and wanted to reach them. Tho hills just west of Portland are barriers that are not easily passed but the company found a way over, though getting into Hie city by thai route practically confines them to one street till the fiat lands at the east side were reached. Love Joy street is that way. The company asked for a franchise dowu that lane. Because householders who lived on lovjoy renionsl rated the council would not grant (he franchise. The sinuous trail above discrihed Is the result. The franchiss was granted I aud aixvt ted by the company and It propow to build the road. The route through the city Is nol the company's choice. If the Hoard of Public works wants to amend the franchise and make th) route direct the company wilt accept as it is go ing hack to its origor.al survey. The Ilillbboro Board of trade some wte ago appointed a committee to talk with the Portland authorities relative o removing all oljectious to build ing the road. One conference has been held. The expressions by members of the lioard of Public works who talked were very eucoura Ing to our committee, but It would be more desirable for the lioard f Public works to take the Initiative and secure the direct route, giving aasuruuee that there will be no remonstrant.-. Huch a direct line s certainly very desirable to the com pany, liut should Portland persist in its opposition to the franchise, it will have a tendency to array the county against purely local matters desired by the city, and the people through their representative may reuort to retaliatory legislation, though such a course would be dis taslful in the extemo. An article appearing.in a late number of the Toledo Ohio Blade takes Iheexample of a road built out of that city for illustration. The road, Toledo A Western, has been in operation but a short time, and nl range as it now seems people raised tho question as to whether the proposed road would bo a benefit to the country through which it extends, Today tho re. moval ol the road would seriously cripple the transportation facilities of Toledo and amount to littlo less than a calamity to the teriitory it serves. Kvery foot of property has lieeu affected by the construction of the electric road. Thirty new . housts have been built in Sylvania since the road bus been iu operation, and every town ou tho line has enjoyed a sub stantial growth. But the iucrease in the values of the larms along the route lias been uioro marked than iu the raise of town property. A con servative estimate places tho increase in the value of farm property at 25 per cent. Oue of (he striking instances of this advance is told by a nmu who recent ly sold a farm through which the road tx tended : "My farm on the Toledo A West em," said the gentleman referred to, "was covered by a $5,000 mortgage when I gave Mr. Seagravo a rltjht of-way, I was anxious to disiaxe of It, as I needed money in other bus! ness. Before the load was built the best offer I could seeure for my land was $6,000. I was advised by the right-of-way man (o hold it until the road was built. I took his advice and sold my farm for 111,000. If the people in Toledo are reaping any more benefit from the Toledo A Western than (ho farmers they ought to erect monuments as high as the Spitzer to the builders of tho road." The Toledo A Western has virtual ly annexed tho territory on its lines to Toledo. Sylvania and a string of towns along the 80 miles of track are now virtually suburbs of tho city. The retail merchants in those towns are as close to the wholesale houses in Toledo as the city stores. Tho re tailers on the Toledo A Western order goods In the morning by tele phone and they are delivered before noon. Shipments are made as quick ly from Toledo to towns ten or twenty miles distint as deliveries within the city. Not only is package and express business handled with astonishing rapidity, but lower classes of freight and even live stock as well. Hecently a Toledo butcher was negotiating for the purchase of a car load of (reight from a farmer located on the Toledo A Western. He accept ed the farmers' terms in a tchgram. The firmer drove bis hogs into the cattle pen, which was at the corner of his farm, and in less than a half hour the electric line ran a car on the siding at the station. Three hours after the butcher sent his telegram he was not i tied by telephone that his hogs were delivered at West Toledo. ! It would have taken the farmer with his wagon a week to haul these hogs to the city. Kven on short hauls of five or six miles the farmers are able to save money by shipping produce by trolley car. The Pacific Coast Condensed Milk Company are getting along falr.'y well with their factory at Forest drove. Though they are yet hinder ed by unfavorable weather.. Lumber is needed badly, and the roads are becoming worse every day. How ever the roof Is on, and the Inside work is going forward Miore satisfac torily a part of tho machinery is here and workmen have already commenced setting It. The company will l-o ready to receive milk by Feb. lr, though there is a lot of work to be done before lhst date. Contractor Bennett is using every man that can work without being in the way of his fellow. About 40 men were on the pay roll this week. The building is 100 by 185 feet iu size. In addi tion thero is tho boiler house 40 l y 46 which is detached. - At first two 100 hone boiler:' will be installed leavini; room for two more of the same size. Coal sheds will be near, Tiie eon iianv will use some wood but fears to depend entirely on wood The water tanks are on the south side of the building. The largest tank is elevated from the grouud a dozen feet and has a capacity of 50,000 gal ions, 'i'hesiualler is elevat ed to a bight of bit feet and holds 20 000 which w ill le held in reserve lor fire emergencies. These tanks are filled by a large steam pump that draws water through an 8 Inch main from Gales Creek 1000 ftet away. The company expect to build iu the space between their side (rack and the main track where nearly hundred f et lies. The contract price of the present building hovers about 120,000. Then there Is a lot of cem ent work to go loon another contract as well as the machinery to be In stalled so that nearly or quite 120,000 will be used up by the time the farmers U'gln to deliver milk.
