A rail road can-carry a ton one mite for a half cent, but it would ba bad policy to build a rail rond to carry a ton or wheel to market. If only a ton I to he transported it cn Iks more economically done with a pack mole over a trail. A rail road can not transport ireignt at a half cent per mile unless It has train loads every day in the year. A car load of freight once a month would be more e i pensive than by wagon. So It is trafftcaftcr all that justifies road im provement. A good dirt road Is tho best for a community till its traBa is suMc-ient to pay profit oa the eipense of a Macadam road. It is doubtful if there is yet a road In this county that has travel that will Justify build ing a perfect Macadam or Telford road. There are roads that ought to be made perfect in drainage and grading. The time wall come thou th an J that soon when rock should be put on the perfectly drained and graded highway. In the mean time let Di be studying how bent to grade, drain and roll Iho cross roads leading to the rail road station. ONE JPPKOI'JUA J70.V.- Col. II. K I hatch is right when he says that the state should not be asked for money with which to wake the exhibit at the Japan Fair next March. And the same idea should be extended furthur so as to apply to the St. Louis Fair io 1904. Thee- hlbit to be made then begins to be thought and talked of and some pro moters intimate that th state should take up the matter. A St. Louis ap proprlatlon will be a club in the hands of any enemies there may be to the Lewlr and Clark. A special approp rlatlon will have its commissioner and cannot be economically expend ed as if the same amount is added to the Lewis and Clark. Let the Lewis and Clark make the exhibit in Bt. Louis. That organization is in the business and can do the work better and cheaper than two separate man ageiacnts. Tbe friends of the Lewis and Clark will Hod a much smoother road if they look after the exhibits not only in Japan, but in St. Louis. A state appropriation for tbe house exposition will bo easier to get if rep resentatives and senators can know that they will not be iraportuued for an appropriation for tbe foreign shows but that those will be taken care of by the Lewis and Clark. VEMOCMATO INCONSISTENCY. Tbre was inconsistency on the part of the democrats iu the late election campaign especially in New York There the democrats sought to con uoct the republicans with the trusts when in truth the reverse was true, It will be remembered that Gov, Odell forced the republican nominal ing convention to turn down Sheldon caudidate for Lt. Governor because he was a wealthy stockholder in a trust. Hill declared for national ownership of the coal mines and then turned about and made an alliance with the coftl operators. Colcr, the democratic candidate, is a trust man Evidently J. P. Morgan and the coal operators wanted to defeat Odell, and through him, President Hxwevelt for the nomination in 1904. " Some things in the recent coal strike nego tiations support this view. It was Odell who was the real person to force arbitration of the coal strike, The trusts hate him as heartily as they dislike the presideut. But not withstanding that, democracy from the lips denounces tbe trusts, the heart is with the magnates and against the only party with its repre sentatives who have shown a pur pose of controlling' them.
