The Argus has beeu earnest in its advocacy of the Independence of the Philippine islands, and when the democratic state platform waa adopted wih a plank declaring for the independence of the islands, ' the Argus, although It was under orders from headquarters not to publish the platform and did not dart publish it in full, did break over far enough to publish the plank on the Philippine question and announced It as the tree doctrine.
