The greatness of Astoria was prosective development of Tillamook and Ne halem trade, It could have hd that territory for the energy. Oregonian. And will have it by maneuver if Portland permits the new road to connect with the North Pacific on the banks of the Columbia or the Willamette below Portland. A special tax levy bill is Intro duced for Portland's interest. It ought not to pass. Multnomah Co., has been for several years maneuver ing to escape paying state tax. The first move was abolishing the State Board of Equalization. Then the assessor lowered the valuation of pro perty. This lessened tbe state tax. It also lowered the amount of county nd city tax to a point where there Is not money to pay the ordinary ex penses of the municipal and county government. It Is now prnosed to replenish the local treasury by a sm clal levy for that purpose. The same thing should have been done by raising the valuation of prerty. It could have been done, as has been admitted by the Multnomah people. A selfish disposition is show n that ought not to go unnoticed. Corvallis papers oppose the build ing of an Agricultural College in Eastern Oregon. The papers have good grounds for objecting to divid ing the funds set apart for maintain ing an Agricultural College and Ex perimental Station. It is urged in support of the Eastern Oregon Agri cultural school project that the cli mate la so different that eiriinents made here from which conclusions re reached are of no value there. No doubt there Is much in the con tention but suppose the school is divided. No conclusive work can be done at either place. Washington now has college In the stretch of country east of the Cascades and the work done there will apply to East ern Oregon If however, efforN at Cortallls are dissipated by division, large section of country with a peculiar climate will be deprived of benefits) coming from an experiment station. This is true not only for the Willamette valley of Oregon, but all that part of Washington west of the Cascade mountain. Oregon might as well surrender the entire college as 10 fritter away results by division. AS ADV0CATS WASTKU. The politician asks "what can as senator do for me?" The people ask what can as senator do for tbe state and for tbe nation?" This was forcibly stated by a gen tleman on tbe streets of Balem last Saturday. "We have but one uia"u from Oregon who can stand up and debate. We ought to have four, but the way In now appears, this legisla ture will not better the matter. Mr. Corbet t can't speak, ami Mr. Mc- Rrid ia little heller. 1Ii1'h seem to have Influence with committees, but we need a man who can appear before committees, before the senate and before the people at home. It was a satisfaction hist fall to hear Congressman .Tongue speak to us here. He clearly stated the ssues as he bad personally seen them made, indeed had helped lo make them. There was no second-hand or hear say about It. ' We want more of that class of men." There is much in what the gentle man said. There are two prime re quisites for senator or member of Congress: He should be pushing, active, energetic, possess qualifica tions necessary to attra t tbe atten tion of committees and win them to support his measures and secure fav orable reports from them. He should then have sufficient experience and ability as a speaker and debater to explain and advocate his measures before the House and when attacked to defend them with reasonable amount ot success from enemies. This is well illustrated by the fight recently made on tbe river and har bor bill by Congressman Cushman. He attacked tbe bill In bulk and specially the appropriation written in by Mr. Tongue. Mr. Tongue had secured the endorsement of the whole committee for large appropriations that will be expended In territory beyond his listrlct. Cushman's speech brought many members to their feet in answer. Among them was Mr. Toague, and we of Oregon have no occasiou to blush for the way be acquited him self. Cuihman was floored, and Ore gon got good advertising out of the incident. But how would It have been had other conditions prevailed? This was time when good public speaker ass needed, and we had him. We need mate la the senate. koai rouciKa. The county court has levied 8 mill road tax to be paid la money. Supervisors claim they will be able to do more with money than with labor. That i probably true, but there is more needed. Intelligent supervision on one plan for the county is absolutely esrential. Twenty one men with different ideas cannot do as effeciive work as one. The present system is likely to fail. Ind.'ed it is reported that In one pre cinct in the county, tbe supervisor elected last June has utterly failed to do any work on tbe roads of his dis trict. And worst of it is, he cannot be removed and he continues in office till July, 1 1902, What is needed is county road suervisor who shall have no autho rity to appoint deputies. Let him use foremen of working gangs. It Is not a valid objection to such county officer that he will be an expensive luxury. If his salary be fixed at $1500 there would be a saving, for last year the county court allowed supervisors claims to the amount of about $3600. Let the legislature abandon the "good roads" hobby, and provide for improving J he dirt roads. There are very few miles of road in the county where the traffic will justify the payment of $8000 per mile for Improvement, but In ditch Ing, grading and widening of the track, an Intelligent supervisor will do excellent work with $300 to $600 per mile. There is another policy that the Independent does not favor and that is state aid. We want no sam ple roads built by the state. By sample road is meant a short peice say a mile in length. Take the road from here to Forest Grove, a distance of six miles, and a road traveled as much perhaps as any other six miles in the county. The state might build a mile of this as a sainpl, spending 13,000 to $10,000, expecting that the local people would contribute the other $10,000 or $."0)000 to complete it. Would it be done? Then there is the proposition of bonding the county. It Is not to be thought of. When Mr. Biglow wants to mort gage his farm he can do so, but the authorities ought never to be allow ed to mortgage it tor him. 8UTB PKESM. The Oregonian Is in error when it refers to Mr. Corbett as the "candi date of tbe majority." He has not received majority of the votes of the legislature, or even a majority of the republican members.
