Loof of the Hillsboro Argus J mention aa a prominent candidate for congress on the demoiTstie ticket. Word cornea that Tillamook couuty tiy an unanimous vote electa Tongue dnlKU to the McMlnnvllle i-on vention. It la urn fflcially announced lh the United 8late has bought the Danish went lddien. These Nlandh Ihrea in number lie esst of Porto Hira. 8t. Croix the larger In 74 miles la extent and has a population of 2.1,5(M), St. Thomas 23 square miles With 12,000 populatjou, and Ht. Mr. Tongue ha opposition, hut his iiiohI hitter opponents f xcepting the Wiaxlhiirn Indeiieildunt corns-tie that he will have the delegates In his own county. The Woodburn paper la ailly to give currency to an asser tion no wild and so far from the truth. Mr. Tointue carried his ewn eouniy la '9H by 643 plurality, and there,' la no evidence that he in now lea pop ular than then. In 1898 Dun bar's plurality, was 449. Thus Tongue led by 200 volt. Yen Tongue will have the delegates of Washington County at McMlnn vllle. Wire nailH, iron and steel, that have been ao popular are coming to be received with lens favor than the older Htyle of 'cut nails, and the fac torlee for making the lutter are en Urging. The objection to the wire nail cornea from the agricultural cop nuiuer who finds that his barn roof after ten years exposure is liable to be blown off by hlah winds. The wire nails rust off due to the action of acid used In tempering, whereas the cut nail does not. Mechanic however are generally partial to the wire nail aince It drives easier than the other. President McKlnley'a adminiatra tlon offered to use its good officers to bring atiout peace between Kngltiud and the Doers. The offer was de clined by the Kngliah with thanks, and an Intimation given that any further offers' along the same line would be taken aa an unfriendly act. Now therefore we must not repeat the offer unless we are ready to un dertake a war with England. Yet In the face of this, Congressman Sul xer, a democrat, populiat or free silver advocate, vehemently demands that the United Hlales Interpose to atop the war In South Africa. What an Insane man Is he! When we see boy on the street and In public places we often won der if they know that business men are watching them. In every tank, store, and office there will soon be a place for some boy to fill. Thorn' who have management of the af fairs of that business house will se lect a buy In whom they have cod. fldence. When they select one of these boys they will not select him for his ability to talk "assy", sear, use slang, smoke cigarettes or tap a keir of beer. These men may have little to say, and some may have a few of these habits themselves, but they are looking for boy who are as near gentlemen in every eenaeot the word as they can Bod and they are able to give the char acter of every boy in town. Tbey are not looking for rowdies, and when a boy applies for one of these places and Is refused they may not tell him the reason why they did not want bjiu, but the boy can de pend on It he has been rated ac cording to his behavior, ltoya can not afford to adopt the habits and conversation of loafers and rowdies If they ever want a chance to he called to responsible positions. Kx. To.i. I I- j kkAS-tXS WHY Mil. siiui Li ut: Auri nsi u TO t'.V7A'fc.vS. lie is a typical reprti-entative of nearly all cImj- of triple. Jltwi being one of lh bnl and anient lawyers in the state b is intereMetl largely la stock raWing and farming and thus W cogniz-int of the inndi tioiia, iweUs and desires of that cla.e of his eooatituaiils. oilier man to succeed liiui now would be half so valuable to the stale. He is tiy fai the ablest of any mentioned. HeU excelled In congress by no loan in honesty, entegrity and the energetic zeal with which he pursues the in tercuts of his constituents. Speaker llcwl Is quoti-d aa saying to Congreaa mau Crumi acker that he (lleed) con sidered Toiiguit one ot seven meu In CongresH. Tongue ranks higher than any new iiihu in the ll;u-ie amongHt the memtHra thereof. No new man is so well placed on committees to work for the inleret of theii etate or district. He Is constantly being advanced In the House. He is the moat popular member of the different committee- on which he selves. He Is fast getting into a poaition where he will be one of the moat influential members of congress anil tie ol infinite value to Oregon. Then why turn him down for the simple reason "that some one else has a "laudable ambition" to succeed bin.? The office of Congressman was not created for the purpose of satisfying "laudable) ambitions." It was uot created for the purpose of the poople putting a man in because he had a desire to go, but on the other hand the office was created so a man could fill It who would I a bene fit to the people, and not the iaople to be a benefit to the occupant. This being so the iiuiation arises what man cru and will be the beat repre sentative of the people, what man will beat serve the interests of our stale and district and this question decided the man ao agreed upon should receive the ample' support for the office of Congressman. Mr. Hrownel has had some exper ience In legislation and his career is fully given in the numbers of the Oregonlan just prior to election two years ago. As for Oatch ami Hewett neither of these men have ever lieeii honored by their county by being given a seat in the state legislature.. The state knows nothing of them. They are untried and desire to jump from the walks of private life to congrefs at one stride. What reason therefore can be givi n for turning down a man like Tongue who has been Oregon's best cam paigner for years, to satisfy the whim of some man who has no claim to the ponition? Then Tongue went through a very hard fight two years ago, after this district had gone .r000 for liryan. Then no one wanted to succeed Tongue, no one w mi led the republican nomination for con gress with a demo pop majority ol 5000 starine him in the face, liut Tongue accepted the nomination, made the tiirlit and wou out. He was twice trlven the nomination when defeat seemed certain, Now that victory for the repub llcau nominee seems assured all kinds of candidates are springing up, Hut now that the election seems easy sailing Tongue should have it now for attempting it before when no one wanted it, and making such a gallant Unlit. No reason can he assigned for not returning Tongue except the one that he cannot la1 coiitrclied by the "rings" and is undet-irable to then . In Tongue, Oregon has a congress man the recognized c r of any memla-r of the House. His abilities and energies are not confined to state affairs but his voice is heard and hi" influence fcit on all great nation questions on all of which he is ai has la-en sound. THE oi'ES !( A' is TIIAOE MiT hhh.E The Astorian writing on the "open door" for trade In the Orient con cludes that A nitric a may procrly demand the privilege of trading In China, though a different policy is liersued with reference to the Phili plnes. Slis could not complain of an inva-ion nf her riglit. The State iHpartnunt at Wash ington evidently attaches a different meaning to the "Open I "sir' dec- trine thin that given by many writ ers for I he press . The article above quoted from seems not to be. entirely clear as ' the shade of meaning which the United Stales and the European govern mi ut attaches to the term. The "Open iVsir" does not mean free trade untaxed commerce. The tiu.c was and not very long ago that all thiuee poll were not ota b ' ; i.,rei u coiou.erc,;. I he lKr was 1 I Clored Hi elj' at a few. European I uit.uus ereatout lo secure a foot boid in China aud keep tbe Mrts jcloeed to ail trade exu.pl their own. The United Stales did not presume to extend the "Mjuroe LsK tniie" o ,ia t.ut did n rite the Uoctrioe of the "Open l)oor." That is ail na tion may freely enter any Chiwse ports and trade with the inhabitant of the country though they a; not to be released from Having the tariff lax levied by the Chinese for lheup. port of government. If the Chinese levy no ucb lax then trade will be fr-, uot otherwise. Secretary Hay in introducing the uij-t of the "Open l.Mr" to the nations used this language in his no'e to EiiKland : ''ihat the Chinese treaty Uuill of the lime ling Khali a'l to all uitrt'haii U4e lundeilor hiivd ioall such port ure in Mich 'sphere ol intereat' I unless they Isj 'tree pori') no mailer to what natioiialitv it mav belonir, and thai Jntie so leviable nh:i!l fa? eol'wtiil by the Chi mtte government." This was practically Hie wonling of the note to the other powers. In acceding to the doctrine Hussia ans wers : "At to i lie porn now o'wiied, or here alter to tie oawied to foreiun iiiniiiierire bv ihel'liiiiesel.iovernmuiir.an.l which lie Irevond tlie terr.lory leased to Kuisia the m-tlleuient ol the qucation of riiHtom iln ti. belongs to t'hiua heisell, and the lm nerial I iovernmi iit hit no intention what ever of claiming any privilenes lor it oh Ji lUiiJCL'tN to tlie eeliilon n ioreiBinri-.. And such is the reply practically of the other powers. China then will keep her revenue laws untouch! d, uumoditied by .the -Open Door" doctrine. So in the Philippines, we wiil extend our revenue laws over those islands, but the ports of Manila Iio Ho and the others will be no inort obstructed to the entrance of mirchandise from Liverjaiol. or Lyons, or Yakohama than are the harbors of New York or Sau Francis co, though the English, French or Japanese merchant will have to jay tne mme tariff on imiairts that they would have to pay in New York or San Francisco. Hut as between the Pniiippine ports aud our continental ports trado will be carried without tax same as between Portland and San Francisco. Indeed this is the material advantage of owning the Philippines. We expand and extend our trade laws to the islands, not that we may have an absolute mono poly of the truffle, but we leave li e door on n for others only imposii g duties sufficient to reimburse us for establishing aud maintaining order. That is done by the iDinglcy tariff schedule. STATE l'KKSS. The lack of parental suervisiou of boys is never more appearant than iu cases of dignified and impressive public ceremonies. Thus, for ex. ample, when the crowds were await ing in Hivervlew cemetery last Sun. dny the arrival of the funeral cortege dozens, la-rhap hundreds, of bojs wholly unsuKrvised, romped and wreMtled over graves, tumbled about among the shrublary, shouted names from the headstones and made them s tives generally the most Irreverent of nuisances. These are not btd boys. They are simply untrained, a isutiervised boys, let loose with their 11 iw ot animal spirits upon an occasion which they made one of un seemly hilarity. The parent", who were nowhere In sight except in the existence of the unmannerly boys, w.-ro to blame not the untaught boys. Oregon ian. The hardest Job that Colonel Bryan will have to explain in a few days, when he reaches Oregon, will be to tell why conditions are not as he prophesied three years ago the would be in case of his defeat at the miI1s. Now that pros perity stories have taken th place of calamity crouking", Colon.'l liryan will le at a liwa to hold the ears of tho' who no longer lind him inter esting. AMnn I Tiding. The insincerity of democratic prr ensions Is illuslrntisl by their per- formsncHs in thehou-si of represenla lives on the Porto Hicsu matter. On the day of the passage of the bill tem porarily regulating the tariff relation between the island and the United States they were rending the sir with shrieks in favor of the Porto Kicans and demanding freedom of trade between that Wuinl and tlie United S ate. The next day the president sent to the house a mefstge propos ing to return to the I'orlo Rican every dollar that has len paid in tluiies j.u.d on their pnaluc's since the United Slates took rxMwion of the island, and all that shall be ml. lected in the future, thus gixlug them practically what the democrats had clamored for and a handsome lump of some ov-r t.OOO.Oon for Im mediate relief of their sufferings.
