Forest Orove, Jaa. 18, 1900 T tha FMitur: u..ii rthir necultar methods of counting ballots seem to prevail here at Forest Orove. The state law care fully specidea the methods In which this shall be done. In a general way It is as follows: the ballot boi u m h noened in irMenee of the Judg and the chairman la to take ont the bsllota. tine at a time, open ing each ballot, readir g H aloud ana nawinir it to tiie other Judges who I...,a ii thnWxY of whom runs the ballot upon a string. There to n nrnviainn bV which aHV One b .1.1. the ludires ahall handle the hal lota, and the general tenor of the i.o i. i,t ih etT.H-t that no one else they are coasted. The chatter of Forest drove pro vide that wi far a practicable the provisions of general state elections ahall apply to municipal election here. We havt it fmin several persons who were present when tne ballot cast at the recent city election were counted, that J he following proceed ure waa had: The balloU were Brat turned out on the t-ble aid their number count ed. When It waa ascertained alter no less than three counting, that their uumher corresponded with that on the poll-hooka, the counting t gan, the balloU blng taken from the pile lying on the table t.y one of the spectators and handed to one of the judges by wh im tv y ue-e r.a I. The count was very clone and not till the laat ballot waa read waa it known certainly who the succemful candi datea were. When the vote had ao far progress- ed that only 40 or 60 ballot remain ed to be counted, the same ir.in who had been taking the folded bal lot from the pile on the table an" handing them to the judges waa no ticed to be selecting those containing the "Citiwn Ticket," opening ami placing them face down In a pile under hi hand, panting over to the Judge only thoae which contained the Progressive Ticket." Just what waa the purpoae of thia rather strange proms! ing waa not clear to thoae Who aaw it, but no one pro tested. After all the other ballots had been counted, thoae In the pile were handed in, one by one, and to the aurp'Ue of the Interested Hecta tors, who supposed the ballot in the pile were all of one kiud, aeveral of the "Progreasive Tick el 'a" appeared imon; them, enough to give the election to the candidate for Mayor on that ticket. When it was learned afterward that the man who had thus assisted iu counting the bailota waa preaent as the Hecial representative of the suc cessful candidate for Mayor each candidate having been permitted, by the judges, to have auch a repre aentative prta nt, people tiegan to comment uwn the strangeness of the entire proceeding. There, seems little question that the balloU were illegally counted and that the result of the election might tie overthrown if It were called to question.
