In the second place, the momeut a bank fails to redeem Its notes on presenta tion, and the fact is made known i due form to the controller of the currency, he proceeds to declaro the bonds deiMjnited for the security of the notes forfeit. "Thereupon," In the language of the law, "he shull Immediately give not fee to the hold era of the notes of such association to present them for payment at the treasury of tho United States, and the same shall be paid as presented in lawful money of the United Hiatus." For the n imbursemunt of the United Htates for such redeiup tion the United Htates Is given first and paramount lien on all the assets of such association," and this lien covers not only the property of bank, but the personai liability of ail the Hhareholden for an amount equal to the par value of their shares. In brier, If the bank does not re deem its notes on demand, the treas ury will, and to enable it to do so, it bas security worth more than the face of the notis and a first lien on all assets, including the property of shareholders up to the par of the cap' Ital of the bank. For security, there is nothing better in the country, and cannot be. The safety of bank circulation was provided for in the very first bill creating national banks by providing that a bauk note circulation of only .M) per cent of the U. B. bonds de posited was permitted. This use of U. H. bonds which was unusual up to that time forced them far above par do that the government Instead of 10 ier cent margin has from 20 to U0 per cent. Jt has been shown that our state has been handsomely recognized in the organization of the Senate. Now that tho house Is In working order, Oregon has similar reason for satis faction. Home newspaper men at homo lately made the criticism, that Oregon representative would arrive here to late too acquire suitable places in congressional committees: liul the writer who thus bowailed can n serve the criticism then made and ponspHM his soul in patience, with some little raiih thai mere is tact as well as brains to work to further Oregon interests. The success had by our state In the past to secure appropriations for im portaut object was greatly due to the fact that we had good workers on both house and senate committees. Usually there were members ou the same committee in each house, who worked to advantage to secure legia tion and win appropriations. This was instanced when Senator Dolph was on the senate commit tea for rivers and harbors and rcprensenative Her man on the similar house committee as by working together their Influ ence was productive of good results. It was the remark of all statesmen that fur years, when that was the case, Oregon secured lar more money appropriated for rivers and harbors, In proportion to representation, than any other state in the union. Tnls fact was no well appreciated, and n i alters so well handled, that although our members were not here In advance of the opening of con gress, the representation of Oregon on committees is all that can be rea sonably .sked for anla: greater, con siderably, than a majority of meiu- ber pomees. A morning paper tells an amusing anectdofe of a member of the house, from Chicago, who appro ached the speaker with smiling face and made the remark that he felt proud belonging to one very import ant committee. Speaker Henderson exnresMd bis gratification that the hcuorable gentleman was pleased ai d inquired what committee be re refered to. The answer was; "I am a member of the commjttee of the whole." Indeed, though from an Imperial city he bad been appointed to but one very Immaterial osition, Ai d this was not an isolated in stance. There are other members of the house who serve on no luipoit nt committees, which greatly re strict their Influence. It usually requires experience and service to place a member where be can com maud peaitiou ou influential com mltleea. In the senate there are ninety m embers, and at present there are five vacancies. The membership of the house la 6, four times that of the senate when full. As there" are the same committees in each, the chance for position is four times as gxid in the senate as In the house, This will show that Oregon has been well treated and prove that some good work was done to secure it The pressure for important position Is very great: Speaker Henderson must hav a ery friendly feeling to ward our state to place Mr. Tongue as he does, and to put Mr. Moody a new member on three different com mil tees. Such result is not ac hieved at hap hazard, so it is safe to imagine good management some where. Rivers and harbors was the com mil tee where Mr. Hermann was so successful at tho time when Mr, D'tlph was in the senate and mem ber of the same com initio there, and they worked together so successfully. It was conceded that no represents tlve had ever achieved so much for his state as did Hermann, but that was greatly due to having had an efficient ally in the senate. Two congresses later we find Mr, Tongue on the house committee as Mr. Hermanu had been while Senator Mcllride til is the similar place on the senate committee that Mr. Dolph did aforetime. The la- bow of those two should so hsruiO' uize as to secure valuable results. Mr. Tongue is also chairman of the house committee for irrigation and reclamation of arid lands, of which Mr. Ellis was formerly chairman; Seuator Simon being a member of the corresponding committee in the senate. These two positions place the senior Oregon member in good shape before congress. Ill vers and harbors is a very important com mittee and effort had to be made to secure it; he succ cded where many influential men failed. This speaks well for him personally and con firms the fact m to the speakers friendly filing for oil. state as well as for its representative. Any one not aware of the conditions and con tingencies that attend congressional life may not be able to appreciate fully the value of committee ap pointments. Mr. Moody is a new member and few new members obtain important position on committees. It must be borne in u.ind that each house has nearly the same committees, but it is for reasons stated much more difficult to obtain good places in the house. Mr. Moody is a member of the committee on public lands; another committee that Oregon Is greatly in terested in, and of much value to the nation. In this he follows his predecessor Mr. Ellis n recogni tion that Oregon is one of the public land states, so i Interested. This is a position new niemlcrs seldom fill at th a first scssiou. As Senator Me- Itridu is on the corresonding senate committee, here is another instance where Oregon i well represented. riiere is as much in possessing tact as in doing headwork or hard work, so we can pleasantly realize that matters have Iwon well managed to secure such high standing. Mr. Moody is also on mines and mining, that cover great questions, and on expenditures in the Interior department. Asa new member he has cause to fml complimented by appointment on three good com mittees, I cannot say how he was so fortunate, nut know that he has reason to believe that his congres sional career opens auspiciously. H. A. C. Amos Wilkius at Coburg, averaging '"J8 pounds, Mr. Henry says he has never, in the Chicago markets, soen a better bunch of hogs than this car load. He has two more car loads in sight which will be shipped soon, Mr. Henry says the quality of hogs U improving and give it as his opin ion that more attention given to the railing of hogs would result in much advantage to the farmer. Handles for axes, picks and sledges, manufactured from Oregon oak grubs are on sale at several places in Port land, and are fully equal to hickory bandies, provided the wood is pro perly seasoned before being manu factured. There are thousands of acres of the finest wheat land la the Willamette valley covered with oak grubs, most of which have grown up since the country was willed by whites. These grubs should furnieh material for all the axe, pick, sledge and other handles used on the coast. Eugene Uuard.
