...I'll Congressman Toiiirue talked to an
Oregonian reporter a few days ago on
the currency situation in the whole
country and In Oregon. He said
"The battle of the standards must
be fought out this fall and again in
1900. It is a fight between tiie gold
standnrd and the free coinage of sil
ver, and there in la no getting
around the issue. For my part, I am
ready for the contest. I shall go iu
to it with a conviction that right will
prevail and that the triumph of a
sound financial policy w.U be over
whelming. Of course, we know that
it is possible to cumber matters some
what and that some men who be
lieve in the gold standard and in
maintaining the parity of all money
may be frightened by the proposition
to retire the greenbacks, and the var
ious proH wit ions for a national bank

policy.
lU'presentative Tongue had a talk
with the speaker alsjut the condition
in Oregon. Mr. Heed has manifest
ed a great dual of luterest in the state,
and the conditions that exist, because
he realizes that the results in Oregon

campaigns for congress in the other
states. Mr. Tongue told the sis-aker

he said that there were a great many
people w no were not yet ready for
the retirement of the greenbacks and
the substitution in their place of a
national bank currency, which was
theoretical iu its present shape. He
told the siieaker that men who would
support the republican par.y and who
Mieved in the maintenance of na

was not only lt on that propositi

did not vote for the republican can

('apt. Slgstiee, in all his comments
today, has been very careful not to
accuse anyone of U'ing the cause of
the explosion. All he will say is
that careful investigation will be
made and it will probably determine
whether interior or exterior causes
produced the awful disaaler.

Is lo lie rohlied Corvallia Times.
Theuifthe Times is of that mind
why does it want to chanire the stand
ard adopted as far hark as IS;H? Why
does it advocate a coinage law which
has put every other nation, that has
tried it, on the silver tmsis and driv
en them to ailver inonometalism1
rrce silver uemocrals intend no
douht to he as honest as other people
lint it is not a (tiiT4iioii of intention
It is a condition and thn condition is
igsiust them. There ia ahundant
proof of tlist fact.
Ihe Hupnuie court tlecitiea that
women may vote in school districts
of liMNl inhabitant and over under
the law which reads: "In all school
listricls in this state with a popula
tion of Iimhi mui upwards, any citizi-n
l tins slate shall Im entitleii to vote
at a s-'hool iius-tin who is 21 years
,;, hiiiI has rcsi.l.tl in the district
I days immediately preceding Ihe
meeting, and has property in the dis
trict uM)ii which he or she pays
tax." In districts of less than 1000
the law is iu these words: "Any
citizen of this state shall lie entitled
to vole at a school meeting who is 21
years of age, aud has resided in (he
district :(I days immediately p recced
ing the miffing, and who has prop
erty iu the district upon which he or
she pays a tax, or lias children of
-kIiooI age to educate, hut this act
shall not apply to districts with a
population of 1(100 and upwards"
The difference in the two sections Is
fixing the qualifications of woman
voters. In the large districts tax-
p lyrrs may vole also women who do
not pay taxes, but have children to
euucaie. 111 large districts ioor
women cannot vote notwithstanding
they have children to educate. It la
understood that a woman who has
children to eiluaate is one who It
the head of a family. A hushand
and wife cannot Ixiih vote because
they have children lo educate. But
In large districts a wife may vote if
she has property upon which she aya
a tax.
