the department of ngrlculture, a com­
mittee was appointed to formulate
plans and policies for the organization
of the various forces In the stute so
that the needs of the farmers may be
met In an adequate way.

One of the most serious problems
confronting the food administration Is
that of transportation. This Is par­
ticularly so during the late summer and
fall months. Along about the first of
August grain crops are started mov­
ing and millions of bushels o f whent
are offered to the railroads.
