Oregon, W ashington a n d C alifo rn ia
have the poorest w a te r law s of th e
w estern sta te s. Colorado p ro fite d by
the m istakes of C alifornia. L a te r W yo­
m ing and N e b rask a adopted law s w hich
have been ta k e n as models by o th er
sta te s, except th a t a d ju d ic atio n s of th e
early rig h ts are m ade by th e courts in ­
stead of by appo in ted boards, as in
these sta te s. T he w a te r law d e fea te d
by our leg isla tu re s of 1905 and 1907
follow ed closely the law s re ce n tly e n ­
acted by U ta h , Idaho, N o rth and South
D akota and O klahom a. T he C anadian
law has been declared by resolution of
th e A m erican Irrig a tio n Congress to
be the best of its kind on th is c o n ti­
nent. All these m odern law s are based
upon th e w a te r law s of Ita ly , w hich
h ave developed through c en tu ries of
experience. Thus Oregon has no lack
of precedent, and should p ro fit by th e
experience of these o th er s ta te s and
countries.

session a t W ashington, D. C., to devise
some plan fo r th e con serv atio n o f our
g re a t n a tu ra l resources w ill d oubtless
h ave b u t little to say w ith re sp ec t to
th e conservation of w a te r on th e nnn-
n a v ig ab le stream s o f the s ta te s . T his
is e n tire ly a s ta te problem a n d we
alone m ust be responsible fo r th e use
or abuse of th is necessity o f life. Any
new policy devised by th is conference
fo r governm ent control of n a v ig a b le or
in te rs ta te stre a m s can affect O regon
b u t little .
The conservation of th is g re a t f a t
u ra l resource in the in te re st o f p o ste r­
ity cannot only be accom plished w ith ­
out sacrifice or cost to th e p re sen t
generation, but to its g re at benefit and
p ro fit, if we only will.

NFANT MORTALITY is something frightful. Wo can hardly realize that of
all the children bom in civilized countries, twentytwo per cent., or nearly
one-quarter, die before they reach one year; thirtyseven per cont., or more
than one-third, before they are five, and ono-half before they are fifteen I
We do not hesitate to say that a timely use of Castoria would savo a ma­
jority of these precious lives. Neithor do we hesitate to say that many c f theso
infantile deaths are occasioned by the use of narcotic preparations. Drops, tinctures
and soothing syrups sold for children’s complaints contain more or less opium, cr
morphine. They are, in considerable quantities, deadly poisons. In any quantity
they stupefy, retard circulation and lead to congestions, sickness, death. Castoria
operates exactly the reverse, hut yon must see that it bears the signature of
