T he w a te r law d e fea te d by our leg isla tu re s of 1905 and 1907 follow ed closely the law s re ce n tly e n ­ acted by U ta h , Idaho, N o rth and South D akota and O klahom a. T he C anadian law has been declared by resolution of th e A m erican Irrig a tio n Congress to be the best of its kind on th is c o n ti­ nent. All these m odern law s are based upon th e w a te r law s of Ita ly , w hich h ave developed through c en tu ries of experience. Thus Oregon has no lack of precedent, and should p ro fit by th e experience of these o th er s ta te s and countries.
