A fter an exhaustive search of the rep o rts o f th ts and o u te r sta te s, as well as th e federal rep o rts, we w ere forced to th e opinion th a t th e council could licen se as a convenient and ef fective m eans of reg u latin g the liquor traffic—a n d we will give you in p a rt o u r au th o rity for th is position. T he council of th e city of St. 1-ouL w as em pow ered by m unicipal c h a rte r to "re g u la te baw dy h o u ses” by o rd i nance. A license w as g ran ted , under an o rdinance, to baw dy houses, and th e suprem e court su stain ed the a u th o rities. (54 Mo. 34.) In th e city of P ortland the council w ere au thorized to "reg u late w ash houses.” The council im posed a li cense and Ju d g e M. P. Deady said they had th e a u th o rity to do it. (22 Fed. Rep. 702.) O th er a u th o rities exam ined w ere along th e sam e lines. All law yers a re forced to "su b m it” th a t au th o rity such as th e federal co u rts and the suprem e co u rts m u st ta k e precedence as a g a in st a m ere cu rb sto n e opinion. So fa r a s criticism s in reg ard to drug sto re s a re concerned, we have th is to say: T h at th ey a re not to be th e only judges of w h eth er the sale is fo r m edicinal, m echanical, scientific o r sacram en tal purposes, b u t certain ly a person should not be forced to go into a saloon to p u rch ase alcohol fo1- m echanical o r scientific purposes, or your w ife o r d au g h ter o r th e a u th o r of the appeal “To th e C itizens of F o r e st G rove" be com pelled to visit such places to procure any of the “forbidden liq u id s'’ for m edicinal p urposes; or the* deacon o r m in ister to invade the dram shop to p u rch ase w ine for sacram en tal purposes. T he law will tak e care of th e d ru g sto re th a t m akes u n a u th o r ized sales of liquor of any kind. B ut w e are not defending the drug sto res. W e would be glad to cut it all out. b u t ce rta in ly a visit to a drug gist for such liquors as may be neces sary fo r m edicine o r m eehanica! p u r poses would be m uch p referab le to us than th e grog shop. I t w as a hotly con te ste d gam e from the s ta r t; n eith er side scored for several innings, but finally W ashington C ounty broke the spell by bringing in fo u r ru n s in the th ird inning. A lthough th e lads from P ortland w ere in best of condition and did good w ork in th e field, they could not use the stick, as B issaillons, who w as in th e box, w as too m uch for them .
