P re s id e n t H ill says: ‘‘T h e A siatic tra d e of th e g reatest im p o rtan ce to th is co u n try , and p a rtic u la rly to such portions of it as are in tereste d in ra isin g w heat. I th e n took up th e consideration of b u ild in g steam ers for th a t trad e, de signed to carry cargoes of flour and g rain a t low rates. I found th a t w e could b n ild th e ships, but, ow ing to th e sa ilo rs’ union fixing th e wages of sailors a t $30 a m onth, and engineers an d o th e r ship em ployes a t about tw ice th e w ages paid by E uropean steam ers, it w as im possible for us to com pete w ith th e E n g lish , G erm an , Ita lia n and Scan d in a v ia n sh ip s on th e Pacific. A fter th e w ar w ith C hina, th e Jap an ese used a large am o u n t of th e ir w a r in d em n ity fo r a sub sid y to th e ir m e rc h a n t m arine, and we opened negotiations w ith th e G en eral S team sh ip C om pany, of Ja p a n , w hich is ow ned by leading m en of the em p ire. W e found th e ir subsidy was ab o u t equal to th e cost of th e ir coal an d th e wages of th e ir sailors. T hey pay th e ir sailo rs $5 a m o n th M exican, or $2.50 in gold, e n ab lin g them to Lire tw elve good sailors for th e w ages of one A m erican sailor. A fter som e p ro tra c t ed an d difficult n eg o tiatio n s, we con cluded a co n tract w ith th em for a line of steam ers betw een C hinese and J a p anese p o rts and S e attle, on condition th a t th ey w ould carry flour from P nget sound to A siatic ports a t $3 a ton, a g a in s t from $7 to $8 a ton form erly charged from W est coast ports in the U n ite d States. T h e low rates fixed th e ra te for all lines betw een th e Pacific coast a n d A sia, and lias resulted in carry in g o u t about 28,000,000 bushels, or its eq u iv a le n t in flour, from th e la st crop. T h ere is left a b o u t 5,000,000 b u sh els betw een now an d th e ir harvest. “ T h u s you w ill see we have been ab le to find new m o u th s w hich have n ev er before used w heaten bread, to ta k e th e e n tire C alifo rn ia, O regon and W ashington w h eat crop o u t of th e E u ropean m ark ets.
