The county defense council will be charged with the responsibility for selecting a volunteer personnel for the operation o f all county activities to insure a closely knit, functioning organization. E very key man on a local defense committee should be pro vided with a second in command who would stand ready to take over in the event o f his absence or disability. Several ciyies and counties in Ore gon already have a functioning home defense organization. It is not intend ed to disrupt such groups but rather to bring them into the statewide pro gram with as little disruption as pos sible. The only changes which wilj be suggested will be in the interest o f coordination with others working towaid the same goal.
