This gives Oregon an infant mor tality rate fo r the month o f 36.4, slightly lower than the rate in 1939v when the state was the fourth lowest in the country. However the rate for the first 11 months o f 1940 was still lower,, 34.0 per 1000 live births. Mateinal deaths during the month were also very low the research ile- pastment says. Moisture Penetration With the question of moisture pen etration into the fram ing of struc tures becoming m ore acute with the advent of modern heating and air conditioning, many builders are ad vising the use of insulating fabrics or m aterials which seal the walls against penetration of moisture va por. Under modern systems of heating and air conditioning it is es timated by com mercial engineers that relative humidities are in-, creased from as low as 5 per cent to as high as 50 per cent. This moisture passes readily through plaster and other structural m ate rials until it reaches the dew-point temperature and then deposits in droplets. In side walls this moisture m ay settle to the bottom of the sec tion, drenching the entire fram e work. Such condition causes fra m ing to warp and twist, distorts inte rior woodwork, and frequently blis ters paint.
