R efo rm atio n B egins a t Home Governor Davis, o f Idaho, is rousing bis state about the bane ful effects o f lack of parental con trol over the children. He con tends that state and nation are drifting awav from the oldfash ioned code, setting up a bolder and more startling one in its place, whereby parents, lured by pleasure, neglect offspring ant home. Governor Davis has been giv ing much time and attention to conditions in penal reform and charitable institutions, and has unearthed some startling tacts. When comparing notes with Gov trnors o f other states he learned they had found the same condi tions. This led Governor Davis to look for the cause. He be leaves he has found it in a com bination of circumstances brought about by modern conditions. First. Governor Davis discov ered that the percentage of boys guilty o f committing crimes is increasing in Idaho. Second. He found the worst form of diseases existed among young men and women. Third. He learned that most o f these young criminals are not foreigners, but Americans, many o f them o f good families. Fourth. He established by prison records that the number o f young men and boys going wrong is increasing. BLAME PLACED ON PARENTS è Announcement.
