THE PLACE SUCH A SIGN ST A T E 7 That is exactly what you will help to do if you do nothing to prevent the passage o f measure No. 314 and 315 on the November ballot entitled, “ Constitutional Amendment Fixing Legal Rate of Interest in O regon.” This measure proposes to limit the rate of interest in Oregon to 5 per cent. You can, bv law, fix the rate o f interest in Oregon, but you cannot, by law, force the loaning o f money in this state, when a much higher rate can be secured elsewhere. The passage o f this measure would force the withdrawal o f the millions o f foreign capital which is today loaned on factories, business and real estate in the state and send your local money owners outside o f the state to better investments. Passage of this measure would mean foreclosure o f thousands o f mortgages, would result in financial paralysis, and would mean widespread unemployment. You, no doubt, understand the viciousness o f this measure, but have you talked to your neighbors and friends about it ? We urge you to do everything you can to defeat this measure. Oregon’s reputation as a sound state for investment requires that this measure be overwhelmingly defeated. V O T E 315 X N O AND URGE YOUR FRIENDS TO DO LIKEWISE. STATE TAXPAYERS LEAGUE (Paid Ad».) Getting the Taxes From The Timber Corporations STATE OF OREGON. ) C ounty of C lackamas . ) ss. I, D. F. Skene, being first duly sworn on oath depose and say: That I am a resident o f Oregon City, Clackamas County, Oregon, and am Secretary ana Manager o f the Oregon City Abstract Company, in Oregon City, Oregon, and am acquainted and familiar with the tax rolls o f Clackamas County, Oregon, and have made a personal ex amination o f the same to obtain the in formation herein set foith. That I have examined the tax records o f Clackamas County, Oregon, for the years 11)12 and 1913, effecting the val uation o f the timber owned by the Un ion Lumber Company and by E. S. Col lins and the Weyerhauser Land Com pany and the Molalla Lumber Company. That I find that the valuation o f the Union Lumber Company in Clackamas County, Oregon, for the year 1912, to be $61,810.00 and for the year 1913 tobe $121,595.00, showing an incu s e o f $5 j . 78o. 00, That the valuation of the E. S. Col lins Luuiuer Company lor '.he year 1^12 in Clackamas County, Oregon, to be $406,345.00 and for the year 1913 to be $686,170.00, snowing an increase o f $279,825.00. That the valuation o f the W eyer hauser Land Company in Clackamas County, Oregon for the year 1912 to be $16J),740.00 and for the year 1913 to be $537,345.00. showing an increase o f $367,605.00. That the valuation o f the Molalla Lumher Company in Clackamas County, Oregon, for the year 1912 to be #98.- 600.00 and for the year 1913 to he $116,685.00, showing an increase oí $18,085.00. That the total increase o f the four above named companies for the year 1913 was $725,300.00. That the total increase in value for the year 1913 over the year 19J2 was due almost, if not entirely, to the tim ber cruise made by the County Court after 1912, which was available for tax ation in 1913, o f something over two and a quarter million o f dollars. This computed on the basis o f a tax levy o f twenty mills, which was made by the County Court for the year 1913, would bring an increased revenue o f twenty mills on two and one-quarter million, amount to $45,000.00. That the cost o f the cruise to the County was $41,000,00. That the first year’s income from the cruse was $45,000.(K), showing a net gain to the county o f $4,000.00 lor the first year’s assessment after the eruise was made and paid for; this on the regular county levy. The amount o f revenue since 1913 that Clackamas County, Oregon, has gained, outside o f the gain to the road and school districts, by reason o f this cruise has been to the tax-payers ap proximately $275,000.00, less $41,000.00 the cost of the cruise. Now, in addition to this, every road and school district which has levied a special tax since the cruise has been made, have profited in proportion to the new valuation caused by the timber cruise. The records show that the erflise was made by the County Court, consisting o f R. B. Beatie. County Judge, and W. H. Mattoon and N. Blair, County Com missioners. (Seal) (Signed) D. F.
