It is still a debatable question wheth er it was not signed too soon. At first glance it would seem that the claims of humanity, in the saving of further loss of iife and destruction of property, out weighed those- of military glory, which a more derisive victory would bring. Rut it is by no means certain that refraining from the thorough subjugation of Germany and giving her a taste* of her own meelicine, by the ravaging of her territory, will in the eml prove the more- merciful course*. This, time can only determine, and there is something to be-said tor erring on the- part of mercy. If Germany proves sincere in her promises of amemiment and restitution, well and goe)d, but if she is ernly marking time, so as to get reor ganized and in shape to repudi ate her agree-nu-nts, then the allies made a big mistake in not giving her tin- epiietus when it was possible. Now that a retrospect of the war is possible and some conclu sions can be drawn as to the rea sons for Germany’s defeat, it may be said that she lost through a series of miscalculations. Ger many would have won the war: I f Belgium had not refused to alleiw her neutrality to be vio lated. I f England had not regarded her treaty with Belgium and her agreement with France as more than mere “ scraps o f paper. ” If the British empire had not acted as a unit. I f Russia had not forced Ger many to split up her forces and carry on the war at two fronts. I f the military governor of Paris General Gallieni, had not, con trary to all military precedent when Kluck was nearing Paris, summoned all his available men and made a victorious sortie. I f Italy had not abandoned the triple alliance. I f Japan had not kept her word with England and relieved tin- latter of patrolling the Pacific waters and custed Germany from Kiaochau. If the Lusitania had not been torpedoed. If Germany had not determined on unrestrained submarining. I f America had not entered the war. If Germany’s cause had not been unjust.
