The same r: le holds good in city elections. Many people make a mistake by believing that a petition is a perfect index or reflection of the wishes of a com munity. Many petitions are not worth the paper upon which they are written. The average petition contains the signatures of many people, who really are not in favor of the side of the question, which the petition represents. Many peo ple sign a petition purely to oblige the person presenting same. Many people sign petit ions on both sides of a question, feeling that when it comes to a vote, they may cast their ballot without anyone knowing how they voted. Naturally a petition is not pre sented for the signature of any person, known to be antagonistic to the question being petitioned for, and while it may show the names of many people, it is an imperfect reflection of public sen timent. The ballot is the sensible solu tion of such a problem. Elec tions cost money, but on ques tions of major or even minor im port the straw ballot can be used and if used rightly will demon strate the will of the people in its tiue light. Such straw balloting should be used more in Estacada and in this vicinity, and officials then can pass laws and ordinances that the majority want, and furthermore they are sharing their responsi bility for such laws with the indi vidual and collective public. While the straw ballot can be abused, a city council for instance can save itself much embarras- ment and exercise the will of the citizens, by the free use of this means of determining public sen timent.
