One reason fo r the uncertainty is the great d ive ris ty o f opinion among sena tors and representatives as to the kind o f conservation legislation that should be enacted. There are radicals in sym pathy with Pinchot; there are radicals o f the other type who would make ab solutely no changes in the present laws, and between the extremes are men who hold all manner o f views. A ll efforts thus fa r to compromise have met with_failu re. The senate w ill probably take the lead.in'passingjconservation bills, be cause th erejis a m anifest desire on^the part o f ¡t h e senate public lands com m ittee to g e t together and put through those bills upon ¿which compromises can be reached. I t is true that only three bills have thus fa r been compro mised, i f the $30,000,000 irrigation certificate bill is eliminated, but as op portunity is offered, these three bills w ill probably be given consideration, and the indications are that they w ill pass the senate in some form or other. The bills referred to are those regu latin g the development and use o f wa ter power, p erm ittin g prospecting on oil and gas lands, and authorizing the w ithdrawal o f lands fo r public pur poses. There is objection to all these bills, it is true, and it is believed that some changes may be made before the bills pass the senate, but ¡the expecta tion is that the main features o f all w ill be preserved. . The pow ersite bill, which proposes to confer absolutely upon the states the control o f w ater power within their borders, w ill be opposed by the follo w ers o f Pinchot, who stand out for Fed eral control and regulation, but it is not believed they are strong enough to change the general character o f the pending measure. The oil and gas land bill w ill meet with objections from senators who are not favorable to the present system o f w ith draw in g such lands from entry, and regu ltain g their development un der governm ent supervision. There w ill be gre a ter difficulty reaching an agreem ent on the withdrawal bill than on the others, because Jthere is great d iversity o f opinion as to how fa r the power o f withdrawal should go. m r l. N ovem ber 14.” This message from the St. Paul“ coal mine was brought to ligh t today with the recovery o f 31 more bodies entomb ed since the disaster o f Novem ber 13. The bodies were taken from the low er level, 300 fe e t below ground. The men had retreated to a space 20 fe e t square and had construted a rude fan o f boards to keep the air circulating. On the fan in b ig letters were chalk ed the words quoted above, indicating the men had lived at least until the day a fte r the fire. That the miners were in the habit o f keeping their sav ings on th eir persons was shown by the amount o f money found on the bodies. One miner had in his belt $1,400. In the belt o f another miner was found $190, and another had $172.
