H av an a, Doc. 29.— New Y e a r ’s day will witnes s the beginning of the ev ac uation of Cuba by th e arm y of pacili cation, which has been in possession of the island since the beginning of the provisional government, in October, 190(3. The first provisional regiment of marines, numbering 900, which will be among th e first troops to leave, are now co n cen tratin g from various posts at Camp Columbia. About h alf this regim ent will sail in J a n u a r y on the cruiser P ra irie, which arrived here Christm as eve, bound for New port News. The P ra irie will re turn about the middle of t h e month and embar k the remainder. The final em b ark atio n will not occur until April 1. The em b ark atio n will be effected with as little ceremony as possible an d it is prob able t h a t th eir d ep artu re will be made with as little notice as marked th eir landing. The purpose in def erring the d e p a r tu re of a portion of th e 17th I n f a n t r y until April 1 has been the subject of considerable speculation, but it is believed this was agreod upon at a conference betw een Governor Ma- goon and P re sident elect Gomez. I t is not thought to be a measure of pre caution, for which not th e slightest necessity is ap p aren t, b u t it probably is for th e purpose of keeping th e b a r racks aud q u arters in good order until it is possible to t u r n over to the Cuban a u th o rities a model camp for occupa tion b y the new p erm an en t arm y under command of General Pino Guerrera, the nucleus of wliich will be formed, i t is intended, with the presen t corps of Ou ban artillery aud 1,000 members of the Rurul Guard.
