HANDICAPPING OREGOV In hi annual report to congreM Secretary Work, of the department of the interior, recommends that no more government timber be sold lor a period of 10 ypara. - He offers In Justification of this drastic con servation policy the assertion; that the country will soon be facing a , timber famine. . Hence, he argue the government should withhold Its supplies in anticipation of , . that : time. He says: . " . ' ' I bellave congraaa ahoold anthorlte dlacontlnnlng tha' aele of govarnmenl owned ataading-t.mbcr for a 10-year period. In Oregon thla plan would defer temporarily the amount going to tha railroad and aragen road companlaa andj Used budget during 13. To this the Register la Inclined to add that the city muit operate within Us budget or vote special levies to cover the difference. This busi ness of exceeding the budget and Issuing warrants for the excess must' stop. It It continues, the re sults will be disastrous. The city of Kiigvne Is growing rapidly, which means that large ex penditures for permanent Improve merits will be necessary. Theso Improvements are requiring, and will continue to require, bond Is- sues,- for better water, more schools, more streets and more of How Common Nub Men ce Health These Unnecessary Projections - Often Tear the Hkln, Causing an Infection That Jeopard ises a Parson's Life. sewers can not be financed out current levies. If. In addition t these things, we are going to con tinue to go In debt for current running expenses we shall soon be In a bad way. Most of the city's financial troubles trace back to rapid growth, coupled with the six per cent tax limiting amendment. This limit tlon doe not permit a sufficient normal Increase of Income to care for Increased needs. Hence the temptation 4o exceed the budget Constant demands are being made, and these demands must be met In some wsy. But the six per cent limitation not fixed and Immovable. It can be exceeded In any year by popu lar vote that Is. special levies can be voted by the people at any time If they so choose. It Is far better to vote a special levy each year than to go on issuing excess war rants and later adding these war rants to the fixed and permanent debt by refunding bond issues. The individual who Increased th mortgage on his house each year In order to pay his grocery bills would soon get Into the bankruptcy courts. and exactly the same thing is true of cities. We don't want a bank rupt city here. , .', ' ' President Coolidge. submitting the latest budget figures, tells con gress that the cost of running the federal, government, has been the connUea from timber not yet aold. I brought down about to vnolr Kc. .roe from later handling of the timber j t0m- If mucn Could be said for And reaoarcee would, however, more than ; the states, counties and Cities, the nuiKDHn ,wuun ...... dlaposltlon. . Stopping sales of government timber in Oregon would do much more than" withhold' "fomporarOj-' from the counties and others .inter ested In their share of the money accruing- from' such sales. Uy Lane county, at Jeast, It would, deal a body blow to the . sawmllllng in dustry. '.. , . j :" Secretary Work doea not make clear whether be asks 'laws re straining sales of forest reserve stumpage along with the rest, but since the forest reserves' are ad ministered by the department of agriculture It is to be -presumed that he does not In that event his recommendations oulir refer, so far as Oregon is concerned, chiefly ' to the uniold-.Oregpn and Califor nia and other grant lands whlcn have been taken over by the gov eminent. As. everyone knows, these' lands " are so distributed throughout western Oregon that re fusal to sell them would seriously handicap lumbering operations. , Thla Is true for two reasons. One Is that these lands are checker boarded with other lands In such a way that refusal to sell them would very seriously hamper blocking out areas for economical lumbering operations. The other Is that . very large number of the smaller ! mills. In Lane county, at least de , pend upon purchase of this timber - for their raw material supply. Re I fusal to sell would leave them high and dry. - : The government's successful suits to recover these lands were based upon the fact that the grantees had failed to dispose of them to private owners as provided in the original grants. ' If the government should Bow decide to withhold them from the market .pending greater scare. ity and resulting higher prices, it would be doing the very thing of which It complained In the case of the grantees. The only difference, so far as the communities are con cerned, would be that' under the old regime the' owners.pald local taxes on them while In tha present status of their ownership the gov ernment does not ' . , For alt practical purposes the government's successful suit to re cover these lands was a calamity to western Oregon, for It removed a viist body of property from the tan rolls 'and decreased seriously the Income of counties already hand! capped by large areas of non-taxable government land. If now they are to be withdrawn from the mar ket, thus seriously Interfering with development of the lumber Indus- try, the calamitous effects will be doubled In their Intensity, taxpayer could throw up his hat and give three rousing cheers. : Congratulations are ln order for Harrisburg. During 19! 4 in the state of New York there were 1.338 accidents duo to nails which were compen sated' for by the Inaursnce com panies., I have no tloubt there were twice as many more of which there is no official record. How-did the accidents happen? By stepping on an exnoed nail In the floor, from a nail on the in side of .a hoard, the nail filled cover qr a packing caae fell on the arm anil hand these are a few of the . recorded accidents. ln my own medical experience, a flyinit nail-has damaiced the eye. 1 sup pose -I have seen three hundred or more such wounds. i The ultimate result of a-nail accident ! depends o nwhether or not the wound becomes Infected, ir it does lire itself may be lost. If the wound is In the eye and it becomes infected, certainly the sight will be lost. It should be the rule In every household, on every form. In every barn and factory, in the public ways of every community. to net rid of projecting nails. You will see nails sticking up from sidewalks, ln entry ways, on the stairs, In the kitchen table drawer in the corner of a choir, even In a broken door. Every such nail is a menace to the safety and even to the lives of your family and the PUDUC . - - you should never permit your self to pass by without pounding 10. bending down, or pulling out every- such nail. If everybody would make this a rule-for one week there wouldn't be left a pro jecting nail in the world. vt hat do you do when you punc ture the akin with a nail? You should make the wound bleed, washout - the debris with - clean water and apply 2 per cent iodine. Then the wound should be pro tected with gauze, kept in place by adhesive or a bandage.' . .
