: Gen. Lincoln C. Andrews
fBv XEA Service)
WASHINGTON, April 11. A two
fisted soldier has been entrusted
with, the gigantic task of enforcing the
prohibition law.
General Lincoln C. Andrews, as
sistant secretary of the treasury, ia
especially in charge of the job of dry
ing up the country.
With a reputation for strenuousity
much like that of General ISinedley D.
Hutler of tbe marine corps, who has
been fighting the sole of liquor in
Philadelphia, it is believed thut An
drews will put booze into discard, if,
any one, can.
Andrews is a "West Pointer, who
spent most of his army life as n
cavalryman and served as deputy
provost marshal gcneritl at American
C. H. Q. in France.
lie knows putiec work and has
proved himself a capable executive
through bis connections as head of the
New York transit commission and re
ceived of the New York and Queens
County railroad. s
lie has an unliable disposition and i.
the typically lenu, elderly cavalry
man, with a firm jaw and piercing
eyest. molded into n eountennuce that
spells self-assurance.
Andrews carries the air of a leader,
who turns aside all barriers to reach
his object.
I'nder President ("oolidge" latent
policy the new assistant secretory wiil
be relieved of the task of chasing re
tail bootleggers.
His job is to stop the supply of
liquor nt its source. If retailers do
manage to obtain any, they niny peddle
it to their benrt's content, so far a
the federal government is concerned.
Arresting bootleggers will have to
be attended to by local authorities,
the president says federal agents
enn not be expected to carry on petty
police work.
Weapons placed nt General An
drews' disposal are the roast guard,
the customs service and the prohibi
tion unit.
With the const guard the generwl
will endeavor to stop the landing of
liquor on the shores of the United
States.
Custom service officials will try to
prevent smuggling across the Cana
dian and Mexican borders.
Prohibition units will seek to break
up moonshining and ilticit withdrawals
from liquor warehouses.
If prohibition can't be enforced t-y
General Andrews, it can't be enforced
by anybody at Ienst that is the
opinion prevailing in official Washington.

The shipment moved Saturday
make 4 the b"Jd carload for the season,
all except one being shipped out of
Myrtle Creek and Kiddie the one
section of the county where the cold
weather of December did not com
pletely kill the crop.
The prices have been very good,
local exchanges report, crates selling
for amounts ranging from- 51.15 to
$1.75 a crate.
In spite of severe losses this year,
the prospects ore that more broccoli
will be planted during the coming sum
mer and fall than ever before,
shipping associations report thiit
their members are arranging large
plantings th's year and that under
normal conditions there will be more
Moeeoli shipped out of the Umpqua
valley next spring than ever before.
Growers are nutting great hopes in
the accidental discovery made this
spring, that the application of acM
phosphate instil' a cold desistin;;
quality. Although tests to definitely
prove the powers cf the chemical fer
tilizer have not yet heen made, many
growers are planning use of the
chenvcnl on their land in the hope th't
another freeze will not cause such
great damage. Plons have been made
by experts for extensive tests during
the coming winter to determine the
effects of ac:d phosphate on crops in
cold sections.

SEATTLE, April 13. UP) Two

Trevor Kincaid. professor of zoology

Professor Kincaid's experiment, aa
