Churchill, who for nearly 12 year has been atate aupcrintendent of ecbools, wss yesterday elected by th board of regente of Oregon normal eehools aa preaident of Che atate normal echool, to be re-established at Ash land. The election of Mr. Churchill waa announred aa uoanlmoaa. The namea of two other eandidatfe were before the board, J. O. Mclaughlin, super intendent of the Corvallis schools, and 0orre A. Briscoe, superintendent of the Ashlsnd schools. The board first expressed itaelf by a ballot Tote and Churchill had an easy msjority. wnereupon the election waa made nnanimoua. Mr. Churchill, blmaelf a member of the board did not rota and waa not present. AU other members of the "hoard were present. They are Governor Pierce, Secretary of mate Ham A. Koaar, C. L. Starr of Portland, Frank J. Miller of Albany, K. E. Bran of Salem, George A. Hartman of Pendleton, W. C. Bryant of Moro, and J. V. Puller of Ash land. Mr. Churchill waa appointed atate superintendent of schools by Gover nor Oswald West 12 years ago, the firat of the coining June. Prior to that time he had been for 22 years auperintendent of the linker achoola. Effective in 1926 Mia election aa president of the Ashland normal acbool will be effec tive not earlier than January 1 or later man March 1, WIMI. The eiact Mate will ba determined by members of the board. Prior to assuming bin new office he will go east to make a further study of normal achoola and to aelect tome membera of his fac ulty. The 1025 legislature made an ap propriation of $125,000 to revive the Ashland normal, thia amonnt to be used in the construction of a new building. The act also proridea for a tax levy of one twenty-fifth of a mill for maintenance purposes, the equiv alent of approximately $40,000 a year. .nr. Churchill a salary as president of the normal school will be $4500 a year. Native of Ohio . o-ner ni appointment as state superintendent by Governor West in JHl-t and re-elected in 1918 and 1022. 1024 and reelected in IMS and 1022. He la a native of Ohio and obtained hjs early education in that atate. From Ohio Northern University, he waa graduated in civil engineering, and later obtnined his mailers de--gree from that university. The Uni versity of Oregon has also conferred upon hfm the masters degree. Many achievementa in Oregon arhool development in the last decade are credited to Mr. Churchill, lie has promoted the atandardixation of rur al achoola, standardization of high school courses in the state and or ganization of boys and girls Indus trial clubs. The high school tuition fund law, passed by the legislature of 1015 waa an idea of Mr. Churchill and resulted in a great Increase hi at-! tendance in Oregon high schools. j The giving of credits to high school I etudente for music work outside of ! achool houra waa inaugurated in Ore gon by Mr. Churchill. Also he pro moted moral instruction in the achoola. and it was through his ef forts that Oregon became the first atata in the union to provide week day religious schools.
