The Warren Rejection A WAVE of applause swept the bciihIo galleries when tho vote was announced whereby tho nomination of Charles B. Warren to be attorney general of the United States was rejected. Why? Kino republicans voted with the democrats for rejection. Again why? Was it an expression of sincere conviction on their part that Warren was unsuitable? Uno Hesitates so to wmu. The observer's inclination rather is to look for political reasons. Among tho most plausible of these is that advanced by Mark Sullivan, one of the best informed as well as ono of tho fairest of national political writers. In an article published in the papers which ho serves last 'Monday, Mr. Sullivan said, after predicting that Warren Svould in tho end bo confirmed: In Warren's case the regular ropubllcan senators are "for" him. but not "fur" him, to use a subtle distinction In tho enun ciation of emphasis that has political meaning In the middle west. For one reason, Coolidge did not consult the republican senators In advance of tho appointment, lie gave It out in tho same breath wilh that of Kellogg, and both cumo to the senate as a surprise. The republican senators undoubtedly think thoy ought to be consulted In advance, not necessarily as senators, but as republican party leadors. Coolidge seems to make It a policy not to consult them. To a slight though not serlouB extent, some of the republican senators have an air of Implying that since Coolldgo appointed Warren without consulting thoin, now let Coolidge get him confirmed. Tho fact that Mr. Sullivan guessed wrong as to the result does not detrnct from tho soundness of his con clusion regarding tho reasons for tho opposition to War ren's appointment. President Coolidge remarked in the course of his inaugural address last week that congress is jealous of its authority and added generously that it was rightfully so. llo might also have added that the senate is particularly joalons. And some of tho indi vidual senators manifest this (rait to an extreme degree. In tho list of tho ten republicans who voted against Warren ono finds tho names of those who have quite generally failed to give to the administration tho support to which rules of parly fealty might he supposed to en title it, and tho namo of Borah leads them Borah to whom as chairman of the committee on foreign relations tho president, must look fov co-operation in other matters of very great moment to the nation. Oregon's two sena tors, it is noted, supported Coolidge. Tho country looks to tho president and not the senate for proper cabinet selections, and for thoso selec tions it holds the president and not tho senate responsible. Majority sentiment of the country, if wo mistake not, will bo thnt 4he senate, in what it hns done, has misrep resented the cpuntry. Certainly that conclusion is justi fied on tho face of returns of the recent election, which declared for Coolidge by tho greatest popular plurality ever accorded a president of tho United States. Yesterday's result bodes badly for teamwork between the president and tho senate. And it emphasizes again a fact often remarked in these columns the weakness of Coolidgo is that ho cannot lead congress. His leader ship is a popular rather than an organization leader-hip. About Wildflowers THERE was snow on tho Coburg hills yesterday, but in tho valley a few moro trilliuins spread awido their petals to reveal their completed loveliness of satiny while, surrounding their surpassingly dainty yellow centers. Spring beauties in blossom were running riot by lhe roadsides. Here or there, was a blooming laiubtongue, amidst hosts of others in bud. A week of warm weather and tho country about Eugene will have beconio a vast garden of wildt'lowers. It will not bo so recurrently through tho future years unless. that vandalism is curbed which finds its expres sion in digging up tho tender plants by tho roots and carrying thqm away to wither and dio in tho unsuitable environment of homo flower beds. Tho plneo for wild flowers is in t.licir natural surroundings and soil in the wood and field nnd dell. Not all are deliberate vandals who seek to tako them thence, but those who are not vnndals are cither very thoughtless or very mistaken persons. Ho who wants wildflowers to remain tho perennial joy that they now are will pluck the blossoms in mod eration but leave tho plants and tho roots. Wildflowers need to ho regarded as living things and helpless ones. Those who lovo them wisely will treat tlrcin as other helpless, living things are treated. Tnris society is sold to tho idea, apparently, that not nil is gold thnt glitters. Antares, the largest known star, is 400,000,000 miles in diameter. Our earth is 8000 miles in diameter. What stars are beyond Myra and what beyond Antares? And how can any man fancy his world or himself great? Ono finds it dificult to get excited over tho effort to mandamus District Attorney Medley by tho attorney for a man accused of violation of tho prohibition laws. Tiie truth uf the situation seems to be that the nutionul defense depends ! upou obsolete wur craft, powerless j before attack.ng aircraft, and that our own aircraft development has been so badly neglected tliut ouiy a few war planes are available for defense and none of these a match for the super- war planes that the (Jcrmaus aro building for Japan or that Britain and 1'Vunce are constructing for their own defense. General Mitchell has rendered a val-. uablo public service by bringing out the fucts regarding the weakness of the national defense and tiie official condemnation of the red-tape burestl- erntM, who are still living in a day that hue psgsed, will only serve to popularize linn. A Teachers' Protest Against "Drives" (New York World) Teachers complain that they are tired of "drives," which they declare. serve only to disrupt class-room work and add to tiie teacher's burdens. The gist of their complaint is mudc pub lic by City Superintendent of Schools William J. O'Shca. The bill-bonrds cannot hold all tiie "drives" ive have had and the calendar cannot hold their "weeks." They all, of course, make a scramble for the schools, whero they proceed to abuse the teachers' obligation to public ser vice. ' ' Chief amoug the democratic statis tical experts who will check republi can economy claims in the hope of finding weak spots to attack is Cor don Hull, ex-national chairman, and for 10 years member of congress from Carthago, Tenn. As a good democratic Tennessee sharpshooter, Hull has drawn a bead on the recent economy claims of President CooLdge and Budget Direct or Lord. He thinks these are vulnerable and already has taken a test shot or two at what he thinks are weak spots. Uue item aloae, of 780,711,000, or close to half of the total suving claimed by the G. O. P. for the year lU-li, Hull claims is merely camou flage, not a "saving" in the real sense of tho term at all. Presi dent Coolidge said on that occasion: 'In the fiscal year 11)21 we spent $5,3:W,0U0,0OO. General Lord said on the same occa sion: ''Federal expenditures in 1021 were $5I115,DL7.US1.30.' . "This is the sort of hopelessly con fusing information being broadcast over the radio by the highest govern ment officials. "Both President Coolidge and Gen eral Lord, carefully omitting the slight reductions for 101' and 111-4, rely almost solely on the single re duction of $1,700,000,000 in lOL'li, as constituting a continuous three and one-half years' record of outstand ing economies.
