Uy a vote of 2S4 to 05 the Dickinson
cooperative marketing bill was pass
ed today by the house, after it had
been approved as a substitute for the
Ilnugeu measure reported by the agri
cultural committee.
The substitute measure which Mr.
Haugen declared . would nullify the
conference recommendations of the
subject, d ffers from the Capper
lluiigen bill principally by eliminat
ing the requirement for government
auditing, licensing and regulation. As
approved yesterday, the Dickinson
proposal also carries an amendment
increasing applications for the de
partment of agriculture and broaden
ing, its scope of actfvities under the
Cnppcr-Yolntcad act.
The measure approved as'a substi
tute for the Ilnugeu proposal repos
ed by the agricultural committee as a
bill carrying out the recommendations
of the president's agricultural com
mission now goes to the senate with
its fate problematical.
Mr. Dickinson, predicting enact
ment of the measure into law, said
he had assurance that Senator Mc
Nary, republican, Oregon, would lead
u fight for favorable senate action
and that Chairman Norris of this .sen
ate agricultural committee was not
inclined to be hostile to it.
