The accident took place Saturday, it was announced. The victim lived for n short time after the accident, although badly wounded. He had placed the 12 sticks of dynamite, it was reported, and an other workman thinking he was clear of the explosion, threw the switen that set off the charge. Ilcinedlnl legislation will l necessary to make effective the amendment to the soldiers' hnnua law adopted by the session of 1023 and later approved by the people, extend ing, among other things, the benefits of the bonus act to Spanish war veterans, and to womfyi who served in the World war In any branch of the army or navy of the United States or cither of its allies. Hecuuse of defective phraseology iu a portion of the amendment reading "femala employes of the war depart ment who served In the signal corps of the army or m'nrine corps, women who served with the marine corps are disnunlified to receive the benefits of the act for the reason that the war department and the marine corps are separate and distinct branches of the government nnd an employe or the marine corps cannot also be an employe of the war department." In another joker Is found a dis crimination against the ex-soldier who now applies for a cash bonus, as compared with ex-soldiers who ap plied prior to the amendment, In that under the amendment the applicant is entitled to only S2o5, while under the law as It originally atood $435 was allowed for the same maximum term of service. This came about by a change In the dates of service by which ex-soldiers are eligible for tne bonus. Originally the law provided that the service of applicants snnuiu havo been between April u, ivii, and November 11. 1010. The amend ment changes the latter date to No- vemher 11. 1018. Persons who served in the navy or marlno corps of the fnited StateB or its allies are deprived from any benefit of the bonus law, while those who wcro In the army of the United States or allies are entitled either to the cash bonus or the loan. 'Ibis di scrimination is due to errors. Relatives of war veterans who have died since leaving the service also are deprived of the loan. Under the act as first passed these could secure loans but the amendment provides to answer only for relatives of those who actually died white In service. One part of the amendment is found to extend both the bonus and the loan privileges to Spanish war veterans, while another Bcction re stricts them to lonns only. The resolution calls fur a special committee of one senator, two representatives and two members from the state at large to investigate the subject and report at the 1UU7 session. The president of the senate would appoint the senate member and one of the members from the state at large and all tile others would be ap pointed by the speaker of the houie. A state income tax bill is to bo introduced by Senaubr Tooze of Clack amus. It will he called the property tax limitation act, on the theory that it will cut property taxes to a great degree and ultimately eliminate them - The rates of taxation under the act range from a minimum of five per cent to a maximum ot 25 per cent. The lowest exemption is $SUU for sin gle persons without dependents and the highest is $25,000. Exemptions for married persons . are $200, - for each dependent. For incomes above $20,000 the maximum of 25 per cent taxation applies. Tne measure pro vides a property offset or exemption for real property. The tax would be imposed on all resident individuals, including trusts to persons unknown, with respect to the entire net income accruing to them within the state, but not outside the state, - SENATE ADJOURNS STATEHOUSE, SALEM, Ore., Jan. 13. The first of a aeries of bills striking at the adunnistrutiun of Gov eruor Pierce have made their appear ance In the legislature. Senators Kit uer and Taylor introduced a bill in the senate, abolishing the state market agent and Representative North intro duced a bill in the house abolishing the same office and also that of prohibi tion commissioner. Dills also are expected to be intro duced merging the insurance and cor poration departments with other state offices, and also transferring jurisdiction over the penitentiary to tiic state board of control. The bill introduced iu the senate also transfers the grain department, now under jurisdiction of the state market agent, to the public service commission where it was originally lo cated. Abolishment Asked North's bill abolishes the two of. flees outright. North, however, does not expect his measures to pass. He has merely put them forth to bring about discussion.' With reference to the penitentiary, It is pointed out that it was originally under the board of control with the rest of the state institutions. Originally the corporation depart ment was under the secretary of state and a number of legislators now advo cate that it should either be placed hack under this official or transferred to the banking department. . House hill number three, introduc ed hy Representative Bennett would tighten the parole laws ot tne state, pertaining to convicted first degree murderers. Under its provisions, the recommendation of the parole board to which a case may have been sub mitted by the governor, would be turned over to the supreme court for hearing. Closer Supervision House hill No. 4 introduced by Rep resentative Ford would give the state highway commission closer supervis ion over the -construction of market roads and also. permit the expendi ture of market road funds on state highways, with the specific exceptions of the Columbia River, Pacific nnd Old Oregon Trail highways. The measure would make it optional with the county courts or boards' of coun ty commissioners as to whether mar ket road funds shall be expended on state highways. By means of high-speed transmit ting and receiving telegraphic instru ments a telegram sent from Kugene to New york City may be delivered in 18 miuules, J. A.
