I OPEN FORUM I O o ANALYZES RECALL To the Kditor: It ha been said that it is an educated person who car. tell the difference between honest convictions and sore spots. Isn't this a factV And isu't it time we were checking up on our education in re gard to this recall movement ugainpt Commissioners Mharp and Honey V Let us not get our education too late. First of all, let us cousider: Is it r.n honest conviction that has brought certain persons out in the open to fight our commissioners V Or, can it be that there is, in many instanced., a sore spot which makes certain pet sons ready to, consciously or uncon sciously, aid the real cause which is back of this recall the timber inter ests. You know it would be impossible for a sore spot to be caused by the commissioners eliminating a position, for example: the position of Assistant School Superintendent which was for merly held by J. ii. Swan; the position of Bridge Superintendent which w.is formerly held by Mr. McArthur (both of these men carried recall pe titions). Then, too, a sore spot could exist where one had not received coin pensation for favors bestowed, for example: Colonel Mercer claimed thui ho wrote Mr. Honey's platform he got no reward. A sore spot could also exist where one person covets the po sition held by another, for example: It would seem that the letter recent ly published by it number of Loraue people friends and relatives of Mr. Crowe could be,a campaign letter to aid Mr. Crowe in getting the position they covet. However, the greatest sore spot of oil is where the purse of the timber interests Is hurt. It does not seem unreasonable to sunnnse th-tr the tim ber barons could well afford to spend a little money to stir up a big smoke in. an attempt to bewilder our niimh so we could not be able to clearly see tne neneiits tnat are sure to come to the uvernge taxpayer by having an honest cruise by a cruiser who wii! stand back of all of his work and who, because ho cruises timber for counties exclusively, is in no way oo ligated to the timber barons. Yuk these timber barons could well afford to spend not only a lit.ie money but much money when one considers that the increase in the valuation of tim ber lands in Clatsop county, due to the cruise of timber made by the Nease Timber company, w.is $G,7U1. 71)8; that in Tillamook county after Mr. Nease had cruised J'JO.OOO acres of timber land, the net increase in the timber valuations was $.",-lL'H,4lHi. This should show how the purse war hurt. Since reading the good articles that are being published by the Lane County 'taxpayers league on the lim ber cruise question, particularly the letters from county courts wherein . Alr.Xease and his work are highly rec ommended, my conviction is stronger than ever that there are certain pec ;de, who, for certain reasons, would tike to have a cheap cruise; that a ,heap cruise by a cheap cruiser would be quite ns satisfactory to the timber interests as no cruise at all; and that a cheap cruise by a cheap cruiser would afford about ns much relief to the average taxpayer as no cruiwo at all. I have reached the holiest convic tion that it is the Nease timber cruise not a cheap "kiud of cruise" that la going to do more for the average taxpayer than anything accomplished by any former county courts. For this reason, i say. Our schools in south L.ne seem to be keepoig up to standard regardless of the fact that wo have been without the services of the assistant school superintendent Mr. Swan und the taxpayers have been saved more than ViOiA) a year in the deal. Furthermore I can not see but that we farmers have gotten along just as well without the agri cultural agent. (Uy the way, if the former agricultural agent ia not a different type, he must be out of the county or tie would have been carry ing a recall petition as Swan and Mc Arthur have been doing). Mr. Swan maile some broad asser tions about our commissioners in his letter. Were his statements unpre judiced V Can a man who has raised such a fuss over los ng his job make .in unprejudiced statement? I'erhaps 1 am especially doubttul because 1 Happened to be at the court house wjicu Mr. Swan was relieved of bu job and he certainly didn't take it like .i man. lie was howling then and he is dtill howling. For this reason, his letter would seem to me more like retaliation for a .ost position, in fact, like campaign stuff, especially since he waited until ihit late date to write it so late that it will be hard for all of us to get tacts unless we can hear from a Lane county man who has the conf.dence of tJie people and who knows whether our commissioners have failed in co operation. My regard for Mr. Ii. A Booth is such that I am willing to .say that he would give us an unpre judiced view, in spite of any timber connections he may have. Surely Mr. ttooth, as state highway comm.ssiov er, would not hes.tate to tell the peo ple of Lane county if it is true, as Air. Swan says, that the state will do no more work in Lane county while we have our present commissioners. I am indeed doubtful that this is the situation, in fact, it is iny understand ing that we have had co-operation, and 1 shall not believe Mr. Swan's statements unless they are verified by Mr. Booth, who, I believe, was chair man of the state highway commission. It seems to mo that,' if all Mr. Swan says is true, we would have heard from a number of the promin ent people from the coast country. It does not fleem probable that they would have left it to Mr. Swan and that they, who are vitally interested, would have kept silent all of this time. (I believe the recall petitions were circulated as early as February is . My only reason for writing is to ask for the truth tJie whole truth that we so seldom get and to call attention to t ho fact that we must not allow the good deeds of our com missioners to be hidden by a smoke screen. Much credit is due our commis sioners for Btanding by the Nease timber cruise contract, thereby stand ing by us taxpayers. If you have been reading the articles that are being published by the Lane County Tax payers league, you can not help but see what the timber cruise is going to do for the taxpayers when the tim ber is forced to bear its rfghtfiil share of the tax burden. The Nease timber cruise can lessen the burden of the taxpayers of Lane county just as it has lessened the burden of the tax payers of Tillamook and Clatsop counties. It seems to me that this is a time when we should not risk changing our commissioners and our is sensor just when the timber cruise is nicely started. OPEN FORUM O O CLYDE N: JOHNSTON MAKES REPLY TO CRUISE QUESTIONS To the Kditor: I desire to make the following statement bb to my reasons for at tacking the Nease timber cruise con tract, in answer to the letter signed W. L. Wheeler, Clinton Ilurd and O. E. Crowe. I have not, at any time, opposed a timber cruise, but have stood for the same openly and above board. The first time any public objection was made to the Nease timber cruiao con tract was nt the taxpayers meeting held in Jnnuary. Fortunately. 1 waa thoroughly acquainted with Mr. Sharp and Mr. Honey and had taken the pains to check Mr. Nease very core fully, and because of my knowledge of Mr. Sharp and Mr. Koney and the information I had obtained about Mr. Nease nnd his methods I employed Mrs. Evelyn Johnson, the court re porter In this county, to take down in shorthaud tho entire proceedings of the taxpayers' meeting, a transcript of which I will furnish to anir tax payer in Ixine county. A careful rend .ng of this exoct record of the pro ceedings at the taxpayers' meeting will show, beyond question, that 1 openly stood for a timber cruiao, but objected very much to the Nease con tract. In fact, this record will show that when a motion was placed before the meeting to remove the item of $2fi,00tfor a timber cruise from the budget, that I advised the taxpayers to leave the Item in and continue a cruls but to instruct the county court to rescind the contract in question with the Neaae Timber company, and to Immediately enter into a coutroct for a cruise that would ba fair to Lane county, end explained to the taxpayers present my position with reference to the Neaae contract, set ting tboa reasons out in far greater detail than I can poss.bly do In a let ter for publication. G. Nease shall ho paid 25c per acre for every acre of hind the county court iifiiates to be emitted, with utter disregard ns to whether thero Is any ttmher on the land designated or not. (Vny person fanuliar with timber lands will immediately realizo that Mr. .Nease will be paid not c an acre for the cruising hu does, but a sum prac t.cally double that amount, for the reason that a largo percentage of the land designated as timber will be burned off, barren for one reason or other, swamp, swale, etc., and that Mr. Nease, under his contract, will receive li.'c ner aero just the same. The contract does not contain any provision whereby Ijano county may be protected by having a careful check made on Mr. Nunse's cruise. In fact, the only nrovision in the contract concerning a check la as follows: "It ia further agreed by and be tween the parties, hereto, that If any cruiao made by the second party, as shown by its said reports, shall be disputed, and the owner of the timber so cruised desires to have the same re-cruised, and the county court of Irfino county Bhnll make demand therefor, that both partleB to this con tract shall select some competent cruiser satisfactory to botn names, and the cruiser so selected snail go over and cruiso tho trnct or tracts in dispute, and tho cruise of tho party Ho Bcicoieu snau do taken aa nniu. li tho cruise of the party bo selected as arbitrator varios more than twenty (20) per cent from the cruise of the second pnrty, then the compensation of said arbitrator and expense of said re-cruise shall be paid by tho second party, but in case the cruiso of the arbitrator shall not vary more than twenty (20) per cent from the cruiso of the second pnrty, then the compensation of said arbitrator and expenso oi said ro-cruise snail be paid Dy i ne purcy acmanaing mo ro cruise." It can readily be aeen from on ex amination of the paragraph above that in no event can Lane county Itself re-check Mr. Nease's cruise, (Nease being tho second party), unless somo timber owner objects. In case Mr. Ncaso should keep tho co-called Um ber baron's cruise nt a lower figure they would surely not object and un der the provisions of the contract, as above outlined, Lane county would be helpleRB, except to have a re-cruise made and at the county's expense. You will further note that the above provision provides for a 20 per cent lea way In Mr. Nease's cruise, which percentage of variation is double the maximum amount allowed any cruiser by a private timber owner. In conclusion I wish to aay that 1 believe in a timber cruise and have openly advocated the same from the first, but I do not believe in allowing a county court to enter Into a con tract involving as much money as the Nease contract, secretly, without no tification to the public and without an opportunity for an honest, legiti mate cruiser to bid on tho work, nor in any event do I believe In a con tract whereby an individual can and will be paid double what his work ia worth and the county helpless to de fend itself against over payment, In accuracy and shiftless work. 1 have repeatedly stated the above as being my position with reference to a county cruise nnd the Nease con tract. The only answer to these di rect statements an to what la the matter with tho Neaso contract has been a persistent and continued at tempt to inflame the public mind by referring to the timbered interests aa if they were attempting to prevent a cruise.
