Mon-Wed-Frl-a31 IT RATES UNDER FIRE Public Service Commissions of Northwest States File Pro tests at Washington. Washington, Aug. 13 Increased freight rates and express rates today were under fire for the first time since they were inaugurated on June 25. The public service commission of Wsshing- ton, Oregon and Idaao niea coraniBim against the railroad administration and 28 lines of rsilroads asking a readjust ment of trans-continental rates on fruits, berries snd vegetables. . The complaint also was filed against the Americsn Railway Express company, asking a readjustment of the present ex press rates. Thouaands of fruit and vegetable pro ducers are suffering losses as a result of the increased rates, the complaint states. It explains that the express and freight rates hare displaced the west' era fruit snd vegetable producers in the market, east of the Mississippi river. They have been forced to market their product cheaper than formerly in order to compete with other fruit and vege table producing territoriea, according to complaint. BORN HASLCND Sunday. Mr. I'roikslt taught at the University last year and is a graduute of the institution. Ordnance Passed by City Coun cil Gives Company Right to Operate for Another Quarter of a Century. The Eugene city council Mondsy night psssed an ordinance granting the 1 cific Telehpone & Telegraph company the right to continue to maintain and operate a telephone system in Ihe streets and allya of the city for a period of 25 years. The ordinance ia aimilar in many- respects to that granting the company a franchise which expired on July 11, after running for period of 25 years. New features are a provision which re quires the compsny to pay sn annual franchise tax of 250 a year and exacts that wires in the business section of the city shall be placed in conduits under ground or in the alleys. The company is also required to put its poles snd wires in the alleys in the residence sec tion where possible. No poles or wires sre to be strung on the following streets: Willamette street between the Southern l'acific right-of-way and Sixteenth avenue; Oak atreet betweer. Fifth and Eleventh ave nues; Olive street between Fifth and Thirteenth avenues; Sixth and Seventh avenuea between Lincoln ana i'ean streets; Eighth and Ninth avenuea be tween Washington and lVarl streets; Tenth avenue between Lincoln and Oak streets. The city, the ordinance provides, shall not be allowed to use the polea of the company for fire alarm or police pur poses free and one duct in the under ground systems shall be given the city free for that purpose. Ordinances providing for the election or appointment of policemen, atreet com' commissioner, city recorder and assist ant recorder, city treasurer and city en gineer were read and passed. These ordinancea take the place of several old ordinances that have been repealed. A new ordinance compelling owners of woodsaws to remove sawdust from streets and sidewalks was offered. This will be a substitute for an ordinance which formerly covered only steam saws. No stesm ssws are now operated and the word "gaaoline" was Inserted. The fire and water committee and the street committee recommended that the application of F. L. Chambers to build a sidewnlk shed on the north side of Seventh avenue, east of High street, at the side of lang and company s wholesale house be denied and the re' port was adopted. The fire and water committee report' ed upon the re-employment of Roy Walker on the fire department at $85 a month, the employment of Ray Hicks st the same salary and the advancement of Owen Raker to assistant chief at salary of !0 a month. Kerensky recently planned to come to America to enlist President Wilson's aid in restoring Russia, but preparations of the allies made this unnecessary, Rus sian officials said today. Reports charging KereDsky with be ing pro-Herman, Bolshevik and a friend of Lenine and Trotsky were stoutly be ing denied by Russians here today. They declare Kerensky is tryir to help build the anti-Rolshevik government in north ern Russia, which ia expected to re place the eutire Lenine rcgine in Russia. Proclamation Stirs Interest. The latest proclamation of this gov ernment wss received with interest in iplomatic circles. Coniiug at the time when Lenine appears about to totter finally, and along with reports thnt Ke rensky plans to go to Archangel, this proclamation gave hope that at 'least s stable government in Russia is in sight. Some of Kerensky's friends are mem bers of this new government, it is re ported, and it is slong the conservstivel democratic lines which Kerensky himself tried to csrry out under the constitu tions! sssembly. Just who is chief leader in the Arch- ngel government ia not yet clear, but M.
