Stanton. 4, 4.4.4.4.4- 5 ' " EUGENE'S GREATEST OPPORTUNITY Tho Guard thinks the most ple of Eugene and Lane county in; of a railroad to the Siuslaw. It means the development of a large agricultural, fruit and dairying country, and the opening up of the finest timber belt in Lane county, which for years to come would mean tens of thousands of dollars in business annu ally for Eugene. Besides this such a road would benefit all Lane tiounty by providing a short haul to navigable water for freight coming in and going out. This latter consideration would no doubt be in the years to come the greatest of all the benefits to be derived, and would be an advantage to every town- and to all classes of population in the county. - - A definite plan to build the feasible, has been worked out. It is simply that the people take sufficient stock to make it possible to do enough work to make it a basis for a bond issue, and with the money thus derived com plete the road to the sea. The Guard does not care whether the route selected leads through Elmira or Smithfield what we want above all things is the railroad. Let us get together on this main point and leave the location to be settled by the report of the engineers as to the most inexpensive, as.welj as. the most feasible route between Eu gene and the Lake creek country. United effort will assure suc cess and a supreme effort should be made to secure sufficient stock subscriptions to justify active operations, and leave the matter of details to be worked out in the usual course of events. 3. Ham Lewis, whose whiskers gave him fame maybe it's notoriety wants to get back in congress, and has chosen a Chi cago district in which to make the attempt. Whatever may be said of Ham as a lawmaker, he is a wonder as a "copy" maker, and can count on being rooted for by the newspaper boys of Washington. . Chinese merchants in New York have complained to their le gation in Washington that they have been boycotted since the murder of Elsie Siegcl, though it is not apparent what they ex pect can be done for them. Nobody has to patronize any merchant. Here's proof that one Democrat does not believe in hogging the pie. He has resigned as postamster at Limedale, Ind., after holding the job 32 years. And he is likely to be succeeded by a Democrat, as the town has no Republican. Every man with an income less than would be taxed thinks he would gladly pay an income tax if he had the income, but most of them wouldn't all the same. The glad income tax payer is a very rare bird. A Mississippi sheriff accepted the word of a local bad man, wanted for a string of murders, that ho could not be taken alive, and proceeded to take him doad, after using him as a target for a few seconds. Maybe the people the plain bunch, "even as you and I" have a little surprise'up thoir sleeves for those who think the in come tax constitutional amendment will fail to be ratified by the' states. He also brought up the danger from flies breeding in the street sweepings. "The files go from the sweepings to our kitchens and are deleterious to the health of the city," said he. "Another kick was made against the skating rink. Somebody said water is standing, but Ed Frasler says mere is a spring under there." The report was accepted. The specifications were not defi nite enough. The- council accepted contracts with E. T. Judkins for the grading of Twentieth street at 21c per cubic yard: with A. C. Mathews on Thir teenth street from Lawrence to Jef ferson at 18c, and with E. F. Jud klnn on Tenth from Monroe to Van Buren at 21c a cubic yard. Details Superintendent Shewry of the War ren Construction Company reported that 11,478 cubic feet had been ta ken from the quarry on the west side of the Butte. Counnilmen Berger. DEMAND PURE WATER SUPPLY Council Orders City Attorney.to Investigate Procedure of Franchise Forfeiture The council of Springfield last nieht ordered their city attorney, S P. Nesg, of , Eugene, to investigate preliminary steps preceding a suit to compel the Willamette Valley Co. to forfeit their water franchise. The order to the city attorney Is the first step in an endeavor to get pure wa ter. The member of the Springfield council claim that when the Wlllam ette Valley Company was given ! franchise, the company promised to furnish ,nure water. Instead the council and citizens of Springfield claim, the water service Is poor, and that the quality is worse than the ser vice. ' - In an interview this morning Dr. Pollard and Dr. Barr, the physicians of Snrinefield. who have analyzed much water in the community, made the statement that the city water was bad. and all-that had saved the city from being unhealthful baa been good wells. As wells in tnicKiy set tled communities are not considered safe, and as several In Springfield now show signs of drainage water, the members of the council of Spring field feel that some action must be taken to give the people better water. Mayor M. H. Peery stated this morning: 1 "Insurance rates in Springfield are at the unprotected rates, so poor is the fire protection. The Booth-Kelly sawmill has to maintain a pump and now the insurance company has ask ed for a second." The present supply of the. Willam ette valley Company is tne mm race. Some Springfield citizens allege that this source la Impure, asserting that there have been dead cows and horses In the race. The council also discussed the proposition for a street car franchise, but took no action. J. J. Brown was chosen to collect the city road tax. The next meeting will be held Monday night. The members of the city council are John Kestley, A. J. Machen, Har ry M. Stewart, o. w. Perkins, Mayor Peery and Recorder L. M. Beebe. Councilman Perkins was absent from the meeting last night. T0MSETH PREDICTS RUSH IN SPRINGFIELD MILL Superintendent John Tomseth, of the Booth-Kelly sawmill, expects that the plnnt will be rushed in about two weeks. Orders from the East are now coming to the West in great numbers," he said this morning, "and we shall have to work on full capac ity soon." In discussing second growth and how long timber will last, he said that he has noticed In Oregon that young timber springs up quickly. This Is especially so where the land bus recently been burned. It is his theory that the heat of a forest tire pops open the cones, and scatters the seed over the ground, giving starts for the young timber. PLUNGE BATH FOR SPRINGFIELD PERHAPS A swimming pool and a gymnasium Is proposed by Rev. E. J. Emmons for Springfield. The minister has under consideration the plan to build a two-story building, and to rent the lower floor to a firm of barbers. Up stairs the swimming tank and other apparatus will be placed. Osburn, of Eugene, aged 77 years. He was a native of Nuremberg, Germany, and came to the United States about 35 years ago. He was tall bis, life engaged in the ma chine and Iron business, to which he contributed many valuable Inventions. He retired from active business seven years ago. He leaves three daugh ters to mourn his loss: Mrs. W. F. Osburn, of Eugene; Mrs. R. E. Plt tekau, of Portland, and Mrs. E. R. Bondurant, at whose home he re sided at the time of this dexfh, his wife having preceded him many years before. Funeral services were held at his late residence in Portland Sunday afternoon, and -the remains consigned to t'fce crematory, accord ing to the wish of thedeceased. SAVE THE HAIR.
