Coi-pornt ions -
All attempts to array one class of
our citizens against another by the
use of such words as 'corporations,'
'monopolies,' etc., are as repreheus
ibie as they are untruthful and un
wise.
Certain would-be reformers who
undoubtedly have selfish desires to
satisfy in the hope of holding some
petty office In the city government
later, - are dally and hourly circu
lating reports, (which thuy know
to be vicious and malicious state
ments), regarding my attitude to
ward, and my alleged connection
with, certain corporations doing bus
iness. in the city of Eugene, and Lane
county. These rumors and reports
are so preposterous and mendacious
that even the wisdom of a denial is
questionable.
The truth is that I do plead guilty
to having been instrumental In In
ducing large numbers of capitalists
to invest large sums of money in the
-;it y of Eugene and Lane county,
but, in so far as having or holding
any personal interest in or with any
corporation doing business in the
city cf Eugene. I am neither an of
ficer, a stock jelder, advisor in or
villi any a,ic corporation. I nerer
have sustained any such relation with
them; I never expect' to do so; all
renorts to the contrary not with
standing. Proofs of 'the utter fp.l
sity of these rumor3, together with
ample proofs of the ulterior motives
which Inspired them, are to be tad
on every hand. Happily for myself
fortunately, I think, for the best
interests of the city the3e rumors
are so unfounded as to require no
further explanation from me.
In the event of my election, it wjll
be the policy of my administration
to require all corporations operating
within the jurisdiction of this city
to strictly comply with toe laws and
mandates of this city while at the
same time, supported by the bast ad
vice of our best citizens, 1 shall en
deavor to lend evry encouragement
to capitnl seeking legitimate Invest
ment within the jurisdiction of the

Eugene in the front rank as a great

In the event of my election, this

force and effect of the full ownership i
of a complete water system free aud
distinct from any corporate in
terest, or the payment of any rev
enue to any such corporation, or to
any suoli Interest whatsoever.
And further, 1 am heartily in favor
of the city owning Its own lighting
system, provided authority is grant
ed by the voters of the city, said
lighting system to be constructed and
operated In connection with the water
plant owned and controlled by the
city without any connection with any
other corporation whatever.
The Liquor Laws
The liquor laws of the city, like
the municipal ownership laws, have
already been passed upon by the
people of this city, and can in no
wise be considered an issue In this
campaign.
In the event of my election, these,
like all other laws, will be strictly
enforced in so far as they are ef
fective. If found ineffectual they
will give place to new amendments
having for their purpose the carry
ing out of the wishes of the people
as heretofore expressed by them ut
the ballot box. I shall endeavor to
be vigilant in the malntainance of
such a high standard of law abid
ing cuiKeiisiiip us win leuo to pro
mote and preserve the peace and
dignity ot not only the city of Eu
gene, but that of our commonwealth
as well.
In defining my position on this,
and all other matters likely to come
before me for consideration, 1 desire
to do so in language capable of but
one construction: Viz I am de
cidedly 'in favor of carrying lnito
full force and effect all existing laws
or any amendments thereto, or other
additional laws thich the people may
deem wise to enact.

If, after mature Investigation, It
Is deemed advisable, I shall not hesi
tate to call a special election tor
the purpose of electing five free-holders
of the city of Eugene, who shall
serve as members of the water board
without compensation. Their dutteB

law enacted by the people of the city
of Eugene at the election held in
this city in April, 1908.

In the event of my election, the
reforms I have herein suggested will
not hinge upon executive determina
tion of certain facts. On the con
trary, the reforms 1 have suggested
are prompted by the oft repeated
comments of the influential, repre
sentative people of the city of Eu
gene. Realizing the great Import
ance of such criticisms, emanating
from so many different influential
Botirces, and believing that such
criticisms should be as helpful as
they are admonitory and are deemed
suificient to cause oue to Berfously

those responsible for the expendi
tures of public funds, one cannot
fall to be Impressed with the Im

ent with good and efficient service,
to the end that the burden of taxa
