Final arrangements have been made for the twenty-eighth annua.'! meeting of the National Civil Service Keform League, which will be held in this city next week. The progrnm pro vides for four sessions, aside from a banquet, which will close the con vention the evening of the second day. The opening session Thursday will be devoted to addresses of welcome and reports, including the report from women's auxiliaries. At the second session addresses will be de livered by Jospeh II. Choato, pres ident of the league, and other speak ers of national prominence. The third session will be a business meet ing at which officers will be elected and the closing session will be given over to the reading of papers, one of them by Attorney General Charles J. Bonaparte, who, with President Koosovelt, la one of the charter mem gera of the league.
