Adjutant-General Finzer Eec ojjmends But One Change in His Report Showing the . Oregon National Guard to be In a high state of effi ciency, and that but one change is necessary to bring the organization up to a regular army basis, the bien nial report of the military depart ment of the state was submitted Sat urday to - Governor Chamberlain by Adjutant-General W. E. Finzer, says, the Telegram. ' The "report, which contains re ports from subordinate omcers ana records every official action of the State National Guard during . the year ending November 1, 1908, con tains many Important recommenda tions and states that with the add! tlon of four companies of Infantry to the Fourth Oregon, with head quarters at Eugene, which will be organized In the early future, the organization of the Oregon National Guard will 'be up to the army basis, the war department having allowed the reorganization until January 20, 1910. In hia report. General Finzer lays particular stress on the necessity of armories and suggests that all coun ties having guard organizations pro vide suitable armories, which could be used as public halls when not occupied by the militia. The report also contains other recommendations, the principal of which are that paymasters be allowed to draw funds In advance of camps of Instruction for pay and subsist ence, which would Bave the annoy ance occasioned by the present .sys tem. It recommends that troops be supplied with cots Instead of the sleeping bags. Cots are used in the regular army and -are found to add Infinitely to the comfort and en durance of the men. Several newcomers arrived here yesterday from the valley with a team and covered wagon. The steamer Rosco left Wednes day morning for Coos Bay with a cargo of canned salmon. E. A. Beach and F. M. Wllhelm left Saturday on a trip to Eugene, having been called to testify before the grand Jury; A. E. Cohoon, supervisor of the Sluslaw National Forest arrived here Saturday from Eugene and spent sev eral days in Florence. J. W. Peterson came in from El mlra the first of the week to engage In logging on the aiiislaw. Ka has purchased Fred N. Frederlckson's timber below Point Terrace and will cut it off at .pnee. By some means of locomotion Frank Condon's boat was moved from the river up to the school grounds Tuesday night, and the next morning was found on the roof of the woodshed. Sharp who are charged with the murder- of ex United States Senator Edward W. Carmack, were on the docket of the crimliftl court for trial today. The defenft desires a continuance until the January term to give them more time-to prepare for trial. The dis trict attorney, on the other hand. Is pressing' for an immediate, trial. Many visitors of prominence came to Nashville .In anticipation of, the hearing. The trial Itself promises to be one of the notable In. the latter history of the !iith, owing to the fact that the fiied between Carmack and the Coopers, which culmated In the tragedy of November 9, involved many men prominent In Tennessee politics. The plan of the defense has not been made public, though the pre vailing opinion Is that a plea of self defense will be made. This is In line with the claim made by the friends of Cooper that the affair was merely a street duel, in which both sides met and began firing; that the Coopers had tried to avoid a meeting with Mr, Carmack, and that they were on their way to the state cap Itol in response to a telephone mas sage from Governor Patterson when the tragedy occurred. The prosecution on the other hand, will . contend that it was a case of premeditated murder, the result of conspiracy, pure and simple; that Mr. Carmack was waylaid and assi nated while he was on his way to his hoarding house; that when he left his office the fact was telephoned from a house nereby, and that thus the Coopers were notified that the editor was on his way and to be on the alert. She suddenly became demented while at the Blanco hotel and had to be taken to the state hospital for the insane at Salem today. She left in the care of a nurse on the Breakwater. Miss Wilius is about thirty years old and apparently well Sducated. She came here, as near as could be learned, upon the "advice of a friend named Smith. The latter met her at the hotel. He was not known to the management of the hotel., When it was discovered that she was deranged the hotel manager Insisted that he look after her, which he did. Finally her parents were communicated with and they ordered her cared for at their expense,- and It Is Btated they will meet her in Portland. Whether the strenuous stage trip here caused a nervous breakdown or not the phy sicians were unable to determine. She did not grow violent, but suf fered from strange hallucinations. THE JOHN MILTON TERCENTENARY OBSERVED London, Dec. 8. A notable cele bration of the three hundreth anni versary of the birth of John Milton, who Is regarded as England's great est epic poet and, next to Shakes peare, t'he greatest of all poets in the English language, was ushered In with a meeting held this evening In the theatre of Burlington House under the auspices of the British Academy. - The meeting was attend ed by the greatest gathering of lit erary and other celebrities that haB betta seen in London In a lnog time. Ward, fallow of the academy, del ivered, a brief r oration on Milton's life and work and was followed by a discourse on "Milton's Comus and Its Incidental Music," by Sir Fred erick Bridge, illustrated by the chor isters of Westminster Abbey. Tomorrow afternoon a special commemoration service will be held at the Church of St. Mar.v-le-Bow. Cheapside, at which the sermon will be given by the Bishop of Ripon. The service will be attended by the Lord Mayor of London and the sher iffs, in state, the officers and fellows of the British Academy, and other Invited guests. Tomorrow evening the Lord Mayor will entertain a rep resentative comapny at the Mansion House at a banquet,' in celebration' of the tercentenary. Thursday afternoon a general meeting of the British Academy will be held, at which will be read a number of papers on Milton's life I and work. In -addition to this elab orate program to be carried out in London, there will be special exer cises commemorating the tencerten ary at Oxford and at Christ College, Cambridge, which was Milton's col lege.
