The fight ing craft of Japan, compris ing 110 vessels, exclusive of submarines, passed in review before the emperor today. The weather was perfect and the occasion will long be remem bered. Kobe was gorgeously decorated and tonight the fleet will be brilliantly illum inated by electric lights out lining each vessel. T STATE WINS IN THE OREGON CITY LOCKS CASE The state's Interest in the locks nt Oregon City to the amount of $200,- uuu was connrmea toaay when the supreme court denied the petition for rehearing the case of the Stale vs. the Portland General Electric Coiniwnv This amount by today's decision isj the common school fund by virtue of an act of the legislature of S70, which granted a like sum to the rolg inal company for the construction of the locks. . Furthermore, an accounting is now due from the corporation by which the state will receive ten per cent of the net revenue from the locks since 1897. The sum will revert to the school fund. By the terms of the original grant 10 per cent of the pro ceeds should have been paid to the state annually, but all that share which should have been paid before 1897 can -never be recovered by the state because of the statue of limita tions. The oaso was decided in Hay. The way is now clear for Urn joint purchase of the locks by the rederal government and the state for which purpose the legislature has nlreadv appropriated $300,000.
