The police force of Amoy had to be in creased and hundreds of waiters im ported from Shanghai and Hongkong ; to wait on the American officers and men at the numerous banquets to be given in their honor. The municipal ity of Amoy refused to go to any e. i tra expense to honor the nation's guests. Recognizing the importance of making a good showing, the im j perial government und the viceroy of the province did not spare their means, but gave Dr. George Mark, the Chinese commissioner on ar rangements, carte blanche in making the preparations for the great event. Notwithstanding the comparative inaccessibility of Amoy and its u suitabllity to such a purpose, the most elaborate arrangements have been made for welcoming and enter taining the American visitors. Up on the arrival of the American fleet it will be met by a squadron of Chi nese warships and escorted to the anchorage, where the fleet will be formally received by Prince Pulan, representing the royal family, the viceroy of Fuklen, the governor of the province, the admiral and commander-in-chief of the lund forces, the tnotni of Amoy and other high officials. Kxcursions will be arranged to (lu ancient temples near the city and to the various points of interest in and around the town. As a special com pliment to the honored guests base ball and rowing events have beei. planned, and for which valuable prizes have been provided. The principal prizes will be two silver cups, each of which is valued at $2. 500. Never has mere been so much life and bustle lu Amoy us at present. The population has been greatly in creased by the arrival of many hun dreds of visitors, actors, jugglers, ac robatic performers and helpers, and by the thousands of Chinese visitors who have come from all parts of the province to witness the festivities In honor of the Americans. The native and foreign newspapers of China have their correspondents here, really to report to their papers the events of the festive week. Many Americans who reside In various parts of Chl nn and Korea have arrived here, to meet their countrymen and holp make things as pleasant as possible for them during their visit to the Flowery Kingdom. It Is expected that the visitors will be greatly Im pressed with the nmgulflcent scale of the hospitality shown by cninu on this memorable occasion. It will be the greatest event In the hiBtory of Amoy. where no such large aggregiv tlon of Americana has ever been seen before. Supreme Justice Moore holds valid the provisions of the charter of the city of Medford ex empting the regulation of saloons and liquor traffic in that municipality from, the operation of the liquor law. This opinion Is given In the case of .1. C. Hall, respondent, vs. George V. Dunn, comity judge of Jackson coun ty, and the county court of that coun ty, appellant, and is an affirmation of the decree of Judge H. K. Ilanna. of the First judicial district. This opinion practically opens the way for every Incorporated town In the state to revise Its charter so as to exempt the regulation of liquor traf fic within Its limits from the opera tion of the prohibition law, no mat ter if the entire state be voted dry. A similar case is pending decision of the supreme court Involving the question of locai option In the city rif Dallas. "Where a general local option law has bv a majority vote," continues the court, "been made applicable to a specified territory, of which a city formed a part, a subsequent amend ment of the municlptl charter author izing the council to license the sale of Intoxicating liquors Impliedly repeal ed the prior local option law, so far as the city was concerned.
