SENATOR FORAKER WILL NOT SPEAK Cincinnati. Sept. 19. Senator For- aker tonight eliminated himself from participating with Judge Taft in the nolitical rallv of the National League of Republican Clubs to be held here Tuesday. His action was made known to Taft In a letter adareBsea' to the judge today, in which he eays that, having read in the newspapers that Taft and some of his friends are doubtful as to the propriety of For aker's speaking with Taft on Tues day, Foraker decided not to auena. He says he takes this action not because he deems the answers made to Hearst's charges are Insufficient, but because he does not want to do anything that could possibly Injure the Republican cause of embarrass Taft personally. Foraker said his action was entirely voluntary, and that he received no direct word from Taft regarding the situation. The publication of the letter was followed by a series ot conferences between Senator Dick, Senator Crane, of Massachusetts, A. I. Vorys, Taft's personal manager, Judge Taft and Senator Foraker. None ot them would add anything to the Informa tion contained in the letter, with the exception of Taft's remark that the action was purely voluntary. It could not he ascertained whether Foraker intends to eliminate him self entirely from the campaign or whether he will, as Intended, take the stump later. C, Sept. 21. The geratest gathering the world has ever seen for the study of tubercu losis and the methods of its cure and prevention began in this city today Physicians, hygienists, sociologists and humanitarians from all parts of the world have assembled to ex change views on the best methods for conducting the modern crusailo against the white plague, a problem now recognized as the most import ant and absorbing which medical science ever has been called upon to solve. - The session today was of a preliminary character and was oc cupied wholly with theo rganizatlon of the bod under the name of the International TuDerculosls Con gress. The delegates to the congress num ber seveial thousands. Among them are many of the distinguished medi cal autnorllies not only of America but of Great Britain, France, Ger many, Italy and several other coun tries of Europe. The governors of nearly all the states have appointed delegates, and offical representa tives are on hand also from Canada. Mexico and several of the . South American republics. The' attend ance includes many public health of ficials as well as medical scientists and tuberculosis experts. The congress plans to .remain in session three weeks. During this time so many absorbing phases of the subject will be considered that It is difficult to designate those that will be most Important. The feature of the congress that Is attracting most public interest is the tubercu losis exhibit. The meetings of the congress are being held in the new national museum and the exhibition has been installed there. It covers fifty thousand square feet of space and is Intended to teach a powerful if terrible lesson to those who de serve it on the ravages of tubercu losis and how the organs of the body are weakened and Injured by the germs of tubercular disease through poor air, lack of sunlight, poor food and the like. One section of the congress will devote Its attention to tuberculosis in animals and its relation to man. Tne cure ot tuberculosis will be an other subject of absorbing Interest, but more important still will be the discussion ot the prevention of the disease. The congress, In fact, will be a reflection of the activities the world over in the war on the tuber cle bacillus. It would be imprac ticable to give any idea of the num oer and va.iety or subjects that will come up before the congress for dis cussion, but all will, be interesting. To get them properly before the con gress for the world will be the prob lem, but strenuous efforts In this direction will be made and the lead ers of the gathering are sanguine as to the outcome. It Is ex pected that before the end of this week the case of Cardenio F. King, the financial promoter, will be reach ed for trial ii: the superior court. Only a few months ago King Was one of the most widely known promoters and stock brokers In Boston and New York. His extensive and alluring advertisements had drawn thou sands of dollars into his coffers from the pockets of would-be speculators, a large proportion of whom were res idents of rural communities. When rumors of King's financial embar rassment were circulated, the pro moter disappeared and his where abouts remained unknown for sev eral months, when he returned to Hoston and surrendered himself, 'luring his absence he had been put trough bankruptcy and several ln .lictmentp, had been returned against him for alleged fraud.
