One.) I wrong or with a denunciation ot it i j U proceeds to outline remedies. The I or is a law preventing a dnplica- j tlon of directors anionc competing corporations. No one can object to ' this remedy unless he is in sympathy j with the trusts, rather Can with the I people who are victimized bv the! trusts. There is no easier w'av nf stifling canipetitlon than to make one board of directors serve for a number of competing corporations. It is not necessary for corporations to enter Into an agreement for the restraint of trade if the corporation ran, without violating the law. reach the same end by electing the same directors. The second remedy Is one on which I desire to dwell at some length. We believe it to be a simple, easily en forced and complete remedy. As stat ed in the platform it is: "A license system which -.ill, with out abridging the right of each state to create corporations, or its rights to regulate as It will foreign convo cations doing business within its lim its, make It necessary for a manu facturing or trading corporation en gaged in interstate commerce to take em a federal license before It shall be permitted to control a much as twenty-five per cent of the product in which it deals, the license to pro tect the public from vaiered stock and to prohibit the eoiitro by such .orporalion of more thou " " p. r cent 01 lite t oal amount ol at;y I'leluc! . onsnnit'il in the I'niteil S:at It will he noticed, in ihe li--: P':iee, that care was taktn by iho.-o who drew the platform to pi -u 1,1. that there should be no abridgment of ihe right otn a stale to create a t eroorat ion, r ol its right t r !:; late as it w ill foreign corporal hois doing business within its limtis. This plan, therefore, docs n.;t in tile least infringe upon the right of any of the states to protect their own people. It simply provides for Ihe exercise by congress of the power vested in it to regulate interstate commerce. ,-V long as a corporation confines itself to the state in which it is created, congress cannot interfere with it; but when the corporation engages in in terstate commerce congress is the on ly power that can regulate its inter stato business. In proposing tile exorcise of this power, the llenioeratic plaiform is not asserting a new doctrine. His recommendation embodies the very Idea which our plan now pro poses to carry out. We want to make it unlawful for a corporation to use the Instrumentalities f Interstate commerce for the carrying out of a monopolistic purpose. Surely no par ty ran consistently claim to be op posed to private monopolies which will permit the Interstate telegraph lines to he used to increase the pow er of a private t uipoly; or. to make the case stronger, no party can consistently claim to be opposed to the trusts which will allow the malls of the I'nlted States to be used by trusts as an agency far the extermi nation of competition. Congress has already exercised this power to exter minate lotteries. Why not exercise if to make private monopolies Im possible? If lt is conceded that congress has the power to prevent the shipment of goods from one state to another when such shipment is a part of a conspiracy against trade and com merce, then the only nucstlon Is as to the means to be employed to prevent such shipments. The license system presents an easy way of regulating Hons as need federal regulation. The law run prohibit the doing of a thliu and impose a penal ty for the violation of the law. but experience has proven that lt is very difficult to gather up evidence from 11 sections of the t'nifd States and ; prosecute a great corporation: so dltticult is It that, altlooigh the Sher man -inti-trust law h:.- ' n in force for eighteen years, no trust magnate, has heen sent to the p. ..itentiary for. violating the law. altloomh In a few th court has .""ad corpora- . . . . .
