While few details are offered the mii,ii,. ik shortest description of the projects indicates an irrigation plan it on foot that may turn the future of ih country from the past. Air. mack succintly and accurately gives the following description of his three latest filings, which will be a part of the Waldo Lake project: "The first one," he says, "appro priates 150,000 acre feet of water and 150,000 acre feet of reservoir capacity In Waldo lake, the waters of which will be discharged through what will be known as the Waldo ca nal at the south end of Waldo Lake, into a branch of Salmon creek. The water is to be used first for power purposes and then for irrigating In the Willamette Valley.. "The second appropriation is for a power plant, appropriating 500 cu bic feet of water per second of tlm from Salmon creek. The third ap propriation is also for a power plant, appropriating 500 cubic feet of water per second of time from Salmon creek. "One of the power plant sites is below the other on the creek, so that the same water will be used by both plants. One has over oOO feet head the other over 300 feet head. The two will develop over 40,000 actual horsepower." Mr. Black states that he expects to complete forty-five thousand feet of reservoir capacity at the lake by next November, which amount of water will be available for irrigation next summer. Irrigation In the upper Willamette valley and Its possibilities have been overlooked by most people, but from government reports and those people who come from irrigated sections, the plains of the Vlllamette are almost ideal for such -a proposition as Mr. Black's seems to be. While the de tails beyond exactly what haj been accomplished by Mr. Black and his men have not been given out, there Li little doubt but that It must be an irrigation project of consequence to the whole region. As soon as its success is demon strated others will follow on other streams, probably not in this county alone, but along the line of rivers in the Willamette valley. The waters of such streams as the Santiam, the Clackamas, the McKenzle, will be used as soon as the feasabllity of the scheme is demonstrated. While no body seems to know the full purpose of Mr. Black's enterprise, he seems to be about to demonstrate at last what can be accomplished by irrigation in Western Oregon.
