The waters of Kltchey creek has been tested, and (all reports to the contrary by would-be advisers) found to be pure. Measurements of the water flow have been made and will be continued throughout the dry season and the results published from time to time until the bond election Investigations are also being made relative to purchase or other control of the much discussed watersnen which will be worked out In detail and given to the public, tne same plan Is being adopted regarding the right of way for tu o:pe line. And now. let It he finally tinder stood that the council Is not attempt ing any trickery, nor have they ay graft to work on the people. We be lieve we were instructed by the vot ers of Kugene to give the city the best water plant to be had In their discretion, with (be funds nvallable, and In this connection and on this line you will find Its members work ing early and late despite the empty vaporlngs and narrow tulndeil btcK erlngs of cheap politicians who have no further Interest In the city than personal gain, or the evening up of some old score. Furthermore, the council chambers nre open nt all times and the council will welcome anyone who Is honeBtly concerned In this matter either as auditor or ad viser, we desire to hide nothing from those who are Interested in a greater Kugene. Lastly, we believe we fully understood the vote of the people as recorded April IS, to be for a gravity system If practicable, (which we be lieve it Is. otherwise there will be none built by this council I and we have faith In the people lo believe they will stand back of their repre sentatives in the actions they have taken In the multcr of good water. Of course, everybody here Is anx ious to see the bar Improved so our products can be shipped away to market, and we believe it will pay our people in this valley several times over to raise the money to begin the work and trust to congress to con tinue the harbor improvement for us. As soon as the harbor is Improved so vessels can enter and leave the riv er without risk of being bar bound, the quantity of fruit, lumber, farm and dairy products will Increase sev eral times over, the country will de velop, and as a result all the inhab itants will become more prosperous. Uy all means let us issue the bonds and help to Improve the harbor.
