This la welcome news to the elec-trlclty-nslng public in Eugene. Last winter the power was miserable, and often was shut off for several min utes at a time, and occasionally for an hour or two on account ot the ca pacity of tha plant being overtaxed. Now that the street cars will be op erated by an entirely separate gener ator and the capacity of the plant doubled, an excellent service may he expected when tho Improvements are completed. According to the chair man of the board, James J. Hill of the C.reat Northern, It was to be ex pected. "Why," exclaimed Mr. Hill, "our Pai'lfle trade has been gone for a year. As long us 15 months ago I told them what was coming." Asked If the action of the American traiis-contlnentiil ronilu in u-lihli.uu. Ir.g from the Pacific carrying trade was uue to resentment Ht action of the interstate commerce commis sion. .Mr. Hill repllid: "Hesentment, no. The commission cannot be blamed for enforcing the law. The Pacific trade was given up because It did not pay. America to day has no flag on the high sens, or might as well not have, for we can not compete with any other country, and must hand the load over to any body that asks for It. The only way for us to continue In the Pacific trade would be for the railroads to own their own steamers and run them at a heavy loss. "We are not a seafaring nation. We have no sailors, tuough under the law Americans must constitute two thirds or three-fourths of the crews. What we must have to make an ocean-carrying trade posslbl- Is not subsidies, but Intelligent legislation, legislation that helps instead of hin ders." ;.S P1PK.
