If condi tions are as reported to us. the fran chise granted this company under the ordinance Is of no force or eftect at the present time. Under the pres ent condition the city council can in validate the franchise at any time should they so desire. The ordinance plainlv says that should the Willam ette Valley company, lis successors and asslgiiB fall lo supply the inhab itants of Springfield Willi pure and wholesome water within 12 months from the date of the ordinanr?, then it shall be of no force. It is also re quired by the ordinance that proper precaution be taken bv screen wire and other means, to keep animals, birds and bugs,- from having access to or getting into the water in the reservoir, which precaution has In no way been taken. Even the wells al the pumping station are open and there is nothing to prevent squirrels, rats or other animals or other In sects from entering. In our judgment the city water as furnished Is unfit for domestic use and Immediate steps should be taken by our city author ities to see that the city Is furnished with a supply of pure water. If It can be had in no other way let the city purchase the water system and then connect with the Eusene pipe line, as it will pass through Spring field, thus giving the pure, unadul terated water. The city is large enough now, to consider municipal ownership and until we own our own water system we will always ex perience the same difficulty and just so long are we in danger of disas trous effects.
