Most of the amendments and initial ive measures have no Immed iate effect, however, though they will be in full force as soon as the proc lamation has been Issued. Itccill Effective at Once. The recall amendment Is solf-ex-ocutory and will be effective at once. It provides that 2 5 per cent of the voters of an election may compel an officer to stand for re-election at a special election to be held within 20 days for which election other candid ates may be nominated. The reas ons for the recall and the dofense of the officer may be printed upon the sample ballots In not to excoed 200 words ench. No provision Is made as to the manner In which nominations shall be made for the special elec tion. Recall petitions cannot he filed until an officer haa occupied his po sition six months, or, lu the case of a member or the legislature, until the legislature has been In session five days.
